C&#8217;est pourtant une des surprises que r\u00e9servait le projet de loi C-38. Le d\u00e9put\u00e9 ne trouvera pas non plus la moindre mention concernant la disparition de la table ronde nationale.<\/p>\n<p>Voici ma question. Je peux comprendre que le ministre veuille faire adopter des mesures l\u00e9gislatives exhaustives. Mais le gouvernement est majoritaire et peut faire adopter tout ce qui lui chante, alors pourquoi refuse-t-il obstin\u00e9ment que les projets de loi suivent leur cours habituel et soient \u00e9tudi\u00e9s par le comit\u00e9 pertinent?<\/p>\n<p><strong>L&#8217;hon. Ted Menzies<\/strong> : Monsieur le Pr\u00e9sident, c&#8217;est pr\u00e9cis\u00e9ment ce que nous avons fait. On a eu tout le temps voulu de d\u00e9battre \u00e0 la Chambre et, de toute \u00e9vidence, au comit\u00e9. On a eu tout le temps voulu de parler d&#8217;autre chose que de proc\u00e9dure.<\/p>\n<p>Lorsque les temps sont durs, il faut des mesures l\u00e9gislatives exhaustives, et, \u00e0 mon avis, les temps ne se sont pas encore adoucis. Nous devons composer avec l&#8217;incertitude qui se manifeste hors de nos fronti\u00e8res. Nous ne pouvons pas rester sans rien faire. Il faut apporter des changements en profondeur et, pour ce faire, adopter un plan d\u00e9taill\u00e9.
