Avant d&#8217;approuver le trait\u00e9, n&#8217;y a-t-il pas lieu d&#8217;y pr\u00e9voir explicitement le processus d&#8217;arbitrage applicable lorsqu&#8217;une d\u00e9cision prise au palier provincial cause un pr\u00e9judice au Canada?<\/p>\n<p>[MbEqBUTyQNg]<\/p>\n<p><strong>Le tr\u00e8s hon. Stephen Harper<\/strong> : Monsieur le Pr\u00e9sident, je le r\u00e9p\u00e8te: l&#8217;Accord sur la promotion et la protection des investissements \u00e9trangers pr\u00e9voit des obligations r\u00e9ciproques pour les deux parties. Depuis quelques ann\u00e9es, nous constatons un probl\u00e8me: la R\u00e9publique populaire de Chine investit pratiquement sans restriction au Canada, alors qu&#8217;il nous est plus difficile d&#8217;investir l\u00e0-bas.<\/p>\n<p>L&#8217;accord constitue un grand progr\u00e8s, et c&#8217;est pourquoi les investisseurs canadiens l&#8217;ont si bien accueilli.
