Cependant, je pense qu&#8217;elle a omis de parler des parties les plus aberrantes du projet de loi.<\/p>\n<p>Pourrait-elle me dire pourquoi le gouvernement a estim\u00e9 qu&#8217;il \u00e9tait judicieux d&#8217;\u00e9visc\u00e9rer la Loi sur la protection des eaux navigables adopt\u00e9e en 1882 en retirant aux Canadiens des droits de navigation dont ils jouissaient depuis plus de 130 ans, alors qu&#8217;il n&#8217;en \u00e9tait aucunement question dans le budget de mars 2012 ? Pourquoi \u00e9tait-il n\u00e9cessaire de les retirer? Ces droits n&#8217;ont jamais nui \u00e0 la cr\u00e9ation d&#8217;emplois ni \u00e0 la croissance de l&#8217;\u00e9conomie. Ils faisaient en sorte que des millions de lacs et des centaines de milliers de rivi\u00e8res du Canada \u00e9taient, d&#8217;une certaine fa\u00e7on, prot\u00e9g\u00e9s au titre de la comp\u00e9tence constitutionnelle du gouvernement f\u00e9d\u00e9ral sur les voies navigables; seulement 62 rivi\u00e8res et 97 lacs seront prot\u00e9g\u00e9s \u00e0 l&#8217;avenir.<\/p>\n<p><strong>Shelly Glover<\/strong> : Monsieur le Pr\u00e9sident, comme ma coll\u00e8gue l&#8217;a soulign\u00e9, cette loi remonte \u00e0 1882. Elle est cens\u00e9e \u00eatre ax\u00e9e sur la navigation, notamment la navigation commerciale. Aux termes de notre nouveau projet de loi, la Loi sur la protection des eaux navigables serait d\u00e9sormais appel\u00e9e la Loi sur la protection de la navigation. Pourquoi? Parce que celle-ci a \u00e9t\u00e9 con\u00e7ue pour prot\u00e9ger la navigation. Elle a \u00e9t\u00e9 sp\u00e9cifiquement con\u00e7ue pour cr\u00e9er des emplois et veiller \u00e0 ce que, quand nous r\u00e9glementons des choses, par exemple, la construction de ponts et les travaux en rive, certaines mesures soient en place pour que ces projets se r\u00e9alisent dans les meilleurs d\u00e9lais.<\/p>\n<p>Bon nombre d&#8217;autres lois au pays r\u00e9pondent \u00e0 des pr\u00e9occupations environnementales et prot\u00e9geraient nos ressources dans l&#8217;\u00e9ventualit\u00e9 o\u00f9 surviendraient certains des sc\u00e9narios mentionn\u00e9s par l&#8217;opposition. Toutefois, les d\u00e9put\u00e9s doivent se concentrer sur l&#8217;objet du projet de loi. Celui-ci porte sur la navigation, notamment la navigation commerciale, un point c&#8217;est tout. Voil\u00e0 l&#8217;objet du projet de loi et ce sur quoi nous allons mettre l&#8217;accent.<\/p>\n<p>La common law prot\u00e8ge tous les autres lacs et rivi\u00e8res dont se pr\u00e9occupe la d\u00e9put\u00e9e. Celle-ci peut \u00eatre assur\u00e9e que nous avons pens\u00e9 \u00e0 tout.
