De toute \u00e9vidence, une proportion de l&#8217;ordre de 98 \u00e0 99 % de toutes les eaux int\u00e9rieures du Canada sont sur le point d&#8217;\u00eatre enti\u00e8rement d\u00e9gag\u00e9es de toute forme d&#8217;autorit\u00e9 f\u00e9d\u00e9rale constitutionnelle. Les provinces ne peuvent pas prendre la rel\u00e8ve en raison du droit constitutionnel; seul le gouvernement f\u00e9d\u00e9ral est responsable de la navigation en eaux canadiennes. Pourtant, des d\u00e9put\u00e9s conservateurs disent \u00e0 la Chambre qu&#8217;il n&#8217;y a pas lieu de s&#8217;inqui\u00e9ter, que la common law du Canada continuera de s&#8217;appliquer pour prot\u00e9ger la navigation. Cela signifie que quiconque veut prot\u00e9ger son droit d&#8217;utiliser un cours d&#8217;eau ou une \u00e9tendue d&#8217;eau devra porter sa cause devant un tribunal.<\/p>\n<p>Qu&#8217;en pense le d\u00e9put\u00e9?<\/p>\n<p><strong>Robert Chisholm :<\/strong> Monsieur le Pr\u00e9sident, ce que le gouvernement propose de faire en ce qui concerne ces importants cours d&#8217;eau et \u00e9tendues d&#8217;eau est \u00e9pouvantable.
