Elizabeth May :<\/strong> Monsieur le Pr\u00e9sident, je remercie le secr\u00e9taire parlementaire pour son discours. \u00c0 mon avis, le d\u00e9veloppement p\u00e9trolier dans l’Arctique canadien est l’un des projets les plus dangereux dans l’histoire de notre pays.<\/p>\n

Je fais cette affirmation en me fondant sur l’\u00e9tude ind\u00e9pendante du Fonds mondial pour la nature, qui arrive \u00e0 la conclusion suivante.<\/p>\n

Il est actuellement impossible d’\u00e9laborer une intervention efficace en cas de d\u00e9versement important de p\u00e9trole dans l’Arctique en raison des \u00e9normes d\u00e9fis environnementaux, du manque de capacit\u00e9s et des limites graves des m\u00e9thodes d’intervention actuelles dans les eaux couvertes de glace.<\/em><\/p>\n

Dans le m\u00eame rapport, on fait \u00e9tat des lacunes en mati\u00e8re d’intervention. En raison de l’\u00e9loignement et des conditions climatiques extr\u00eames de l’Arctique, le pourcentage de cas o\u00f9 aucune intervention ne pourrait \u00eatre tent\u00e9e, peu importe son degr\u00e9 d’efficacit\u00e9, est tr\u00e8s \u00e9lev\u00e9.<\/p>\n

Nous devons adopter une approche pr\u00e9ventive. Nous devons mettre au point une strat\u00e9gie pour la pr\u00e9vention des d\u00e9versements p\u00e9troliers. Je soutiens de nouveau que le Canada devrait se servir de son leadership en tant que pr\u00e9sident du Conseil de l’Arctique pour mettre en place une strat\u00e9gie de pr\u00e9vention des d\u00e9versements p\u00e9troliers dans l’Arctique et qu’il ne devrait pas faire preuve de complaisance.<\/p>\n

Greg Rickford :<\/strong> Monsieur le Pr\u00e9sident, comme je l’ai dit, notre gouvernement reconna\u00eet pleinement l’importance de la croissance \u00e9conomique et de la protection de l’environnement. Le Canada s’est dot\u00e9 de lois et de normes environnementales solides, d’un r\u00e9gime de s\u00e9curit\u00e9 muscl\u00e9 et de r\u00e9gulateurs ind\u00e9pendants d’exp\u00e9rience pour encadrer les activit\u00e9s extrac\u00f4ti\u00e8res.<\/p>\n

L’Office national de l’\u00e9nergie est un organisme de r\u00e9glementation d’envergure mondiale. Notre gouvernement est persuad\u00e9 que l’office dispose des outils ad\u00e9quats pour r\u00e9glementer de mani\u00e8re s\u00e9curitaire et efficace toute proposition d’activit\u00e9 p\u00e9troli\u00e8re et gazi\u00e8re dans l’Arctique canadien. Notre gouvernement est d\u00e9termin\u00e9 \u00e0 concr\u00e9tiser le potentiel \u00e9nerg\u00e9tique du Nord, et ce, au profit de tous les Canadiens.<\/p>","protected":false},"excerpt":{"rendered":"
