Quelles sont ces mesures concr\u00e8tes? Ignorer avec insouciance la d\u00e9t\u00e9rioration des Grands Lacs; n\u00e9gliger de combler le poste de commissaire \u00e0 la Commission mixte internationale, vacant depuis pr\u00e8s d&#8217;un an; se soustraire \u00e0 ses responsabilit\u00e9s en mettant fin \u00e0 la recherche scientifique au pays; fermer la R\u00e9gion des lacs exp\u00e9rimentaux; fermer le laboratoire de recherche atmosph\u00e9rique en environnement polaire; mettre fin \u00e0 la recherche climatologique; et faire semblant de s&#8217;occuper de la qualit\u00e9 de l&#8217;eau en finan\u00e7ant l&#8217;assainissement du lac Simcoe.<\/p>\n<p>Notre pays est vaste, et il est r\u00e9voltant de constater que le gouvernement n&#8217;a rien fait de positif pour prot\u00e9ger nos grands espaces ainsi que l&#8217;air et l&#8217;eau dont nous avons besoin pour vivre.<\/p>\n<p><strong>Pierre-Luc Dusseault<\/strong> : Monsieur le Pr\u00e9sident, j&#8217;ai le plaisir de poser une question \u00e0 la chef du Parti vert \u00e0 propos des intentions du Parti conservateur sur les modifications apport\u00e9es \u00e0 la Loi sur la protection des eaux navigables par le projet de loi C-45.<\/p>\n<p>Peut-elle nous dire quelle intention se trouve derri\u00e8re ces changements, selon elle? Pour ma part, je crois que ces changements visent \u00e0 acc\u00e9l\u00e9rer le processus relativement aux pipelines et \u00e0 s&#8217;assurer qu&#8217;aucune loi ne viendra faire obstruction \u00e0 ce d\u00e9veloppement.<\/p>\n<p><strong>Elizabeth May<\/strong> :\u00a0Monsieur le Pr\u00e9sident, je remercie mon coll\u00e8gue de sa question.<\/p>\n<p>\u00c0 mon avis, l&#8217;intention derri\u00e8re les grands changements apport\u00e9s \u00e0 la Loi sur la protection des eaux navigables est d&#8217;\u00e9liminer la protection de la majorit\u00e9 des lacs, des rivi\u00e8res et des fleuves du Canada. Ce n&#8217;est pas seulement pour les pipelines, car avant l&#8217;adoption du projet de loi C-38, il \u00e9tait obligatoire d&#8217;avoir un permis \u00e9mis par le minist\u00e8re des Transports relativement aux pipelines qui passent par les eaux navigables. Depuis l&#8217;adotion du projet de loi C-38, les pipelines ne sont plus inclus dans les groupes qu&#8217;on appelle en anglais \u00ab works and undertakings \u00bb.<\/p>\n<p>Les pipelines ont \u00e9t\u00e9 express\u00e9ment exclus du projet de loi C-38.<\/p>\n<p>S&#8217;il y a dans le projet de loi C-45 une d\u00e9cision qui vise \u00e0 r\u00e9duire la protection des eaux navigables, c&#8217;est parce que cela concerne les mines, les barrages et tout autre aspect qui repr\u00e9sente une menace pour les eaux du Canada.<\/p>","protected":false},"excerpt":{"rendered":"<p>Elizabeth
