Permettez-moi une mise au point rapide. Il n&#8217;y a pas de d\u00e9sinformation dans l&#8217;affirmation suivante: le trait\u00e9 \u00e0 proprement parler n&#8217;exige pas de transparence; seulement la politique canadienne en vigueur. Il appartient donc soit \u00e0 la Chine soit au Canada de rendre les proc\u00e9dures transparentes. Ce trait\u00e9 n&#8217;exige pas de transparence, contrairement aux trait\u00e9s pr\u00e9c\u00e9dents.<br \/>\n[RJYIIbvx_to]<br \/>\nLa secr\u00e9taire parlementaire du ministre de la Justice a parl\u00e9 des avantages d&#8217;une entente avec le S\u00e9n\u00e9gal, le B\u00e9nin et la Tanzanie. Il est peu probable que ces pays poursuivent le Canada pour des milliards de dollars parce qu&#8217;ils n&#8217;ont simplement pas assez de poids \u00e9conomique. Il est malheureux que les soci\u00e9t\u00e9s mini\u00e8res canadiennes puissent les traduire en justice s&#8217;ils am\u00e9liorent leurs lois environnementales, mais il est carr\u00e9ment inacceptable que la R\u00e9publique populaire de Chine ait le droit de nous poursuivre.<\/p>\n<p>Cet accord ne nous ouvre pas un seul nouveau march\u00e9 en Chine. La Chine peut encore refuser les investissements canadiens dans son secteur de l&#8217;\u00e9nergie ou des technologies de l&#8217;information. Toutefois, nous accueillons les investissements de la R\u00e9publique populaire de Chine et, si cet accord est ratifi\u00e9, nous serons poursuivis pour des milliards de dollars si nous am\u00e9liorons nos lois visant \u00e0 prot\u00e9ger l&#8217;environnement, la sant\u00e9 ou les normes du travail.<\/p>\n<p><strong>Kerry-Lynne D. Findlay :<\/strong> Comme je le disais, monsieur le Pr\u00e9sident, ce trait\u00e9 va essentiellement permettre de prot\u00e9ger les int\u00e9r\u00eats des investisseurs canadiens. Je rappelle \u00e9galement que c&#8217;est le gouvernement conservateur qui a rendu le processus d&#8217;examen des trait\u00e9s plus transparent. C&#8217;est aussi le gouvernement conservateur qui, en 2008, a mis en oeuvre une politique officielle aux termes de laquelle les trait\u00e9s internationaux doivent obligatoirement \u00eatre d\u00e9pos\u00e9s \u00e0 la Chambre avant d&#8217;\u00eatre ratifi\u00e9s ou d&#8217;entrer en vigueur. Dans le cas qui nous int\u00e9resse, les partis de l&#8217;opposition ont tout simplement choisi de ne pas en d\u00e9battre, m\u00eame s&#8217;ils ont eu plusieurs occasions de le faire.<\/p>\n<p>L&#8217;Accord sur la promotion et la protection des investissements \u00e9trangers entre le Canada et la Chine est similaire aux 24 autres trait\u00e9s sur la protection des investissements que le Canada a conclus avec ses principaux partenaires commerciaux.
