C&#8217;est franchement extraordinaire.<\/p>\n<p>Toutefois, je ne crois pas qu&#8217;il soit dans l&#8217;int\u00e9r\u00eat de la d\u00e9mocratie de continuer \u00e0 limiter le d\u00e9bat et \u00e0 imposer une motion d&#8217;attribution de temps.<\/p>\n<p>Je tiens \u00e0 prendre quelques instants pour rappeler les paroles prononc\u00e9es par l&#8217;ancien Pr\u00e9sident John Fraser en 1989, qui ont \u00e9t\u00e9 cit\u00e9es dans la d\u00e9cision de la pr\u00e9sidence du 12 d\u00e9cembre dernier: \u00ab nous sommes une d\u00e9mocratie parlementaire et non une d\u00e9mocratie de type ex\u00e9cutif ou de type administratif. \u00bb<\/p>\n<p>Dans une v\u00e9ritable d\u00e9mocratie parlementaire, il y a des d\u00e9bats en bonne et due forme.
