J&#8217;aimerais toutefois parler quelques instants d&#8217;autre chose que de la tarification, qui, comme elle l&#8217;a fait remarquer \u00e0 juste titre, est un probl\u00e8me \u00e9vident, pour poser une question sur une chose qui me pr\u00e9occupe. Les transporteurs qui ont le contr\u00f4le des services de fret priv\u00e9s ont r\u00e9duit dangereusement leurs effectifs \u00e0 bord des trains.<\/p>\n<p>Il n&#8217;y a maintenant plus personne dans le dernier wagon, soit le fourgon de queue, comme l&#8217;exigeait le r\u00e8glement \u00e0 une \u00e9poque, pour assurer la s\u00e9curit\u00e9. Je crois que le d\u00e9versement au lac Wabamun, dont la d\u00e9put\u00e9e d&#8217;Edmonton\u2014Strathcona a beaucoup entendu parler, est survenu en grandement partie en raison de la suppression de postes importants dont la fonction \u00e9tait d&#8217;assurer la s\u00e9curit\u00e9 \u00e0 bord des trains de marchandises.<\/p>\n<p>Le service doit \u00eatre fiable et s\u00e9curitaire. Il y a beaucoup trop de d\u00e9raillements.<\/p>\n<p><strong>Olivia Chow<\/strong>: Monsieur le Pr\u00e9sident, le Bureau de la s\u00e9curit\u00e9 des transports du Canada a fait une s\u00e9rie de recommandations, notamment sur le personnel. D&#8217;autres portent sur la n\u00e9cessit\u00e9 d&#8217;installer des dispositifs technologiques \u00e9volu\u00e9s dans les wagons. Par exemple, il n&#8217;y a toujours pas d&#8217;enregistreur de conversation dans la cabine de pilotage des locomotives, m\u00eame si cela fait huit ans qu&#8217;on en a recommand\u00e9 l&#8217;installation.<\/p>\n<p>Un syst\u00e8me de commande int\u00e9grale des trains, qui immobiliserait automatiquement le train, a \u00e9galement \u00e9t\u00e9 recommand\u00e9. Si le chef de train ignorait un projecteur, un rail ou un feu rouge, le syst\u00e8me, qui est dot\u00e9 d&#8217;un GPS, freinerait automatiquement le train. Malheureusement, le ministre ne tient pas compte non plus de cette recommandation. Aux \u00c9tats-Unis, tous les trains doivent \u00eatre munis d&#8217;un syst\u00e8me de freinage automatique, mais ce n&#8217;est pas pr\u00e9vu dans la loi canadienne.<\/p>\n<p>Par cons\u00e9quent, le personnel et les technologies n\u00e9cessaires doivent \u00eatre en place pour assurer des services ferroviaires s\u00fbrs.<\/p>\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>Elizabeth May: Monsieur le Pr\u00e9sident, je remercie ma coll\u00e8gue de son excellent expos\u00e9 sur ce qui manque dans le projet de loi.
