Je remercie le d\u00e9put\u00e9 de Toronto\u2014Danforth et je tiens \u00e0 souligner, dans un esprit tout \u00e0 fait non partisan puisqu&#8217;il n&#8217;est pas membre de mon parti, que nous avons beaucoup de chance de compter parmi nous quelqu&#8217;un de son calibre, qui a d\u00e9j\u00e0 enseign\u00e9 dans des facult\u00e9s de droit et peut pr\u00e9senter \u00e0 la Chambre une analyse de cette question, qui peut sembler tr\u00e8s aride, mais qui est en fait directement li\u00e9e aux dangereux changements touchant la d\u00e9mocratie parlementaire fond\u00e9e sur le mod\u00e8le de Westminster. Dans cette enceinte, on constate que de plus en plus de pouvoirs sont concentr\u00e9s entre les mains du Cabinet du premier ministre et qu&#8217;on fait de moins en moins preuve de respect \u00e0 l&#8217;\u00e9gard de l&#8217;institution qu&#8217;est le Parlement et \u00e0 l&#8217;\u00e9gard des organismes charg\u00e9s de prendre des r\u00e8glements. Ce projet de loi repr\u00e9sente une menace, car il devient de plus en plus difficile de savoir si des r\u00e8glements sont pris.<\/p>\n<p>Un autre aspect me pr\u00e9occupe \u00e9galement. Nous avons accept\u00e9 des changements \u00e0 la r\u00e9glementation relative aux m\u00e9dicaments dans le projet de loi C-38, lequel pr\u00e9voyait que les m\u00e9dicaments n&#8217;allaient d\u00e9sormais plus \u00eatre ajout\u00e9s par voie de r\u00e8glement, mais pourraient simplement \u00eatre ajout\u00e9s \u00e0 une liste \u00e9tablie par Sant\u00e9 Canada, sans qu&#8217;il soit n\u00e9cessaire de publier le tout dans la Gazette du Canada ou de l&#8217;inscrire dans un r\u00e8glement ordinaire.
