Elizabeth May<\/strong> : Monsieur le Pr\u00e9sident, je veux grandement remercier la porte-parole de l’opposition officielle en mati\u00e8re de justice. J’ai trouv\u00e9 son discours tr\u00e8s int\u00e9ressant, tr\u00e8s profond et tr\u00e8s important.<\/p>\n

Les questions cl\u00e9s sont ici et elles concernent le droit humain et les personnes qui souffrent de maladie mentale. Ce n’est pas vraiment la m\u00eame chose qu’avec les criminels, c’est une question de sant\u00e9. Il faut trouver l’\u00e9quilibre entre l’int\u00e9r\u00eat public, qui est tr\u00e8s important, et la protection des droits humains.<\/p>\n

Quel syst\u00e8me, le meilleur possible, peut-on imaginer pour prot\u00e9ger les droits des personnes qui sont malades et, en m\u00eame temps, prot\u00e9ger la soci\u00e9t\u00e9 contre la violence?<\/p>\n

Fran\u00e7oise Boivin<\/strong> : Monsieur le Pr\u00e9sident, j’aimerais avoir la r\u00e9ponse parfaite \u00e0 cette question. Effectivement, c’est la question qu’on doit toujours se poser et on doit tendre \u00e0 lui trouver les r\u00e9ponses les plus pr\u00e9cises. Il faut aussi donner aux gens qui sont beaucoup mieux \u00e9quip\u00e9s que nous en cette Chambre les outils pour solutionner ce probl\u00e8me.<\/p>\n

J’ai beaucoup de respect pour les psychiatres et pour tous ceux qui travaillent dans le monde de la sant\u00e9 mentale. Malheureusement, c’est souvent le parent pauvre, ici, au Canada. M\u00eame les coll\u00e8gues conservateurs se doivent de l’admettre. C’est quelque chose avec quoi on n’est pas habitu\u00e9 de composer et qu’on comprend mal.<\/p>\n

Je ne le r\u00e9p\u00e9terai jamais assez; le danger de ce projet de loi est de se promener en faisant croire aux gens que les personnes qui \u00e9taient impliqu\u00e9es dans les dossiers ne sont pas des patients, mais des prisonniers. Ce ne sont pas des criminels au m\u00eame titre qu’un Bernardo, par exemple, ou au m\u00eame titre que la personne qui, froidement et sans \u00e9gard pour la vie des autres, a d\u00e9cid\u00e9 de commettre certains crimes ignobles. On en a des cas, ici.<\/p>\n

Ici, on parle de cas s\u00e9rieux de troubles mentaux. Je ne le r\u00e9p\u00e9terai pas assez, si on n’est pas content des verdicts, on s’attaque aux verdicts. Si on est raisonnablement satisfait des verdicts, qu’on n’en a pas appel\u00e9 et qu’ils sont finaux, la personne est prise en charge. Je pense qu’alors le syst\u00e8me demande plus d’investissements, en termes de protection au niveau de la sant\u00e9 mentale. Il faut qu’on soit davantage raisonnablement satisfait quant au fait que les personnes en question sont bien trait\u00e9es. Toutefois, de l\u00e0 \u00e0 laisser croire aux gens qu’on a une soci\u00e9t\u00e9 remplie de personnes reconnues non criminellement responsables pour raison de troubles mentaux et qu’elles se prom\u00e8nent dans nos rues, encore une fois, c’est malheureusement tr\u00e8s triste.<\/p>\n

Par contre, il faut s’assurer que ces personnes et que les victimes soient mises au courant. Ce projet de loi a de bons c\u00f4t\u00e9s, je l’ai dit dans mon discours. Toutefois, je n’aime pas la fa\u00e7on dont on met la table parfois, parce que cela enl\u00e8ve un peu de cr\u00e9dibilit\u00e9 \u00e0 ce projet de loi, notamment le genre de discours politiques qu’on fait avec quelque chose d’aussi s\u00e9rieux que les probl\u00e8mes de sant\u00e9 mentale.<\/p>","protected":false},"excerpt":{"rendered":"
