{"id":8805,"date":"2013-03-04T14:19:58","date_gmt":"2013-03-04T19:19:58","guid":{"rendered":"http:\/\/elizabethmaymp.ca?p=8805"},"modified":"2013-03-13T12:18:43","modified_gmt":"2013-03-13T16:18:43","slug":"northern-jobs-and-growth-act-bill-c-47","status":"publish","type":"post","link":"https:\/\/elizabethmaymp.ca\/fr\/northern-jobs-and-growth-act-bill-c-47\/","title":{"rendered":"Loi sur l&#8217;emploi et la croissance dans le Nord (projet de loi C-47)"},"content":{"rendered":"<p>[C-2HiU9bJW0]<\/p>\n<p><strong>Elizabeth May<\/strong> :\u00a0Monsieur le Pr\u00e9sident, je tiens \u00e0 faire savoir au d\u00e9put\u00e9 de Thunder Bay\u2014Rainy River que je suis tout \u00e0 fait d&#8217;accord avec ce qu&#8217;il vient de dire.<\/p>\n<p>De 1986 \u00e0 1988, j&#8217;ai eu le plaisir \u2014 oui, le plaisir \u2014 de travailler avec le ministre de l&#8217;Environnement du gouvernement majoritaire de l&#8217;\u00e9poque et de participer \u00e0 l&#8217;\u00e9laboration de projets de loi, qui \u00e9taient ensuite renvoy\u00e9s \u00e0 des comit\u00e9s, o\u00f9 les changements recevaient un accueil favorable. Par exemple, la version initiale de la Loi canadienne sur la protection de l&#8217;environnement ne contenait pas de liste des substances d&#8217;int\u00e9r\u00eat prioritaire. L&#8217;id\u00e9e de cette liste a \u00e9t\u00e9 propos\u00e9e par un d\u00e9put\u00e9 de l&#8217;opposition qui \u00e9tait membre du Comit\u00e9 parlementaire de l&#8217;environnement. Mon patron, le ministre de l&#8217;Environnement, Tom McMillan, s&#8217;est rendu compte que cette liste permettrait d&#8217;am\u00e9liorer le projet de loi. \u00c0 l&#8217;\u00e9poque, c&#8217;\u00e9tait normal d&#8217;agir ainsi.<\/p>\n<p>Les comit\u00e9s parlementaires charg\u00e9s d&#8217;\u00e9tudier les projets de loi \u00e9taient exempts de politique partisane. Nous mettions notre partisanerie de c\u00f4t\u00e9 et travaillions en vue d&#8217;am\u00e9liorer les projets de loi. Ce n&#8217;est plus le cas maintenant, et je trouve cela d\u00e9plorable. Les commentaires formul\u00e9s par le d\u00e9put\u00e9 au sujet de ce projet de loi valent pour toutes les mesures l\u00e9gislatives pr\u00e9sent\u00e9es \u00e0 la Chambre. Lorsque le gouvernement actuel pr\u00e9sente un projet de loi, il refuse tout amendement propos\u00e9 par l&#8217;opposition, car, pour lui, l&#8217;inverse constituerait une d\u00e9faite politique. Il s&#8217;agit d&#8217;un accroc \u00e0 la d\u00e9mocratie, et je remercie le d\u00e9put\u00e9 d&#8217;en avoir fait mention.<\/p>\n<p><strong>John Rafferty<\/strong> : Monsieur le Pr\u00e9sident, je remercie la d\u00e9put\u00e9e de ses commentaires. Elle a tout \u00e0 fait raison. C&#8217;est ce que ressentent les d\u00e9put\u00e9s de l&#8217;opposition qui participent aux travaux des comit\u00e9s. Nous savons qu&#8217;il s&#8217;agit d&#8217;amendements valables, et nous nous demandons pourquoi les conservateurs pensent qu&#8217;en les acceptant, ils reconna\u00eetraient en quelque sorte leur d\u00e9faite. C&#8217;est peut-\u00eatre le syndrome de la bulle d&#8217;Ottawa qui les pousse \u00e0 penser que, pour une raison ou une autre, ils pourraient perdre des votes.<\/p>\n<p>J&#8217;ignore ce qu&#8217;ils pensent, mais ils devraient s&#8217;assurer de faire adopter le meilleur projet de loi possible en l&#8217;assujettissant \u00e0 toutes les mesures de contr\u00f4le
