Tse, on s&#8217;attendrait \u00e0 ce que la Chambre fasse preuve d&#8217;une grande prudence, et \u00e0 ce qu&#8217;elle prenne toute les mesures que les experts lui ont recommand\u00e9es pour se conformer \u00e0 la Charte, au lieu d&#8217;en faire le moins possible.<\/p>\n<p>Le secr\u00e9taire parlementaire peut-il me dire pourquoi nous n&#8217;avons pas tenu compte de l&#8217;avis de l&#8217;Association du Barreau canadien, de la British Columbia Civil Liberties Association et de la Criminal Lawyers&#8217; Association pour mettre en place des mesures de surveillance suppl\u00e9mentaires, notamment en cr\u00e9ant des listes qui indiquent les op\u00e9rations d&#8217;\u00e9coute \u00e9lectronique qui n&#8217;ont pas men\u00e9 \u00e0 une arrestation, et en faisant en sorte que les policiers expliquent par \u00e9crit en quoi leur d\u00e9cision d&#8217;intervenir sans mandat est fond\u00e9e sur des motifs raisonnables et des probabilit\u00e9s?<\/p>\n<p><strong>Robert Goguen<\/strong>:\u00a0Monsieur le Pr\u00e9sident, nous souhaitons tous veiller au respect de la Constitution. Toutefois, lorsque la population doit faire face \u00e0 de nouvelles menaces, on ne peut pas toujours consigner des renseignements tr\u00e8s d\u00e9taill\u00e9s ou prendre d&#8217;autres mesures pouvant ralentir le processus qui doit, au bout du compte, prot\u00e9ger les gens.<\/p>\n<p>Nous saluons les amendements de la d\u00e9put\u00e9e, qui voudrait que l&#8217;on consigne des renseignements d\u00e9taill\u00e9s pour justifier l&#8217;\u00e9coute \u00e9lectronique sans autorisation judiciaire. Cependant, les nouvelles circonstances font en sorte qu&#8217;il n&#8217;est pas toujours possible de prendre une telle mesure pour justifier ces interventions d&#8217;urgence.<\/p>\n<p>Il s&#8217;agit de concilier la s\u00e9curit\u00e9 de la population et le respect des droits des citoyens pr\u00e9vus dans la Charte, et nous croyons que, dans sa forme actuelle, le projet de loi respecte toutes ces exigences.<\/p>","protected":false},"excerpt":{"rendered":"<p>Elizabeth May:\u00a0Monsieur le Pr\u00e9sident, compte tenu du jugement rendu dans l&#8217;affaire R. c.
