Il se dit outr\u00e9 que j&#8217;aie pu proposer des amendements \u00e0 l&#8217;\u00e9tape du rapport, mais peut-il nous dire quand, selon lui, j&#8217;aurais pu le faire si ce n&#8217;est \u00e0 ce moment-ci? Comme le d\u00e9put\u00e9 le sait pertinemment, la proc\u00e9dure parlementaire m&#8217;accorde, \u00e0 moi qui suis la chef et la seule d\u00e9put\u00e9e du Parti vert, les m\u00eames droits et les m\u00eames privil\u00e8ges qu&#8217;\u00e0 un d\u00e9put\u00e9 ind\u00e9pendant, c&#8217;est-\u00e0-dire que je ne peux faire partie d&#8217;aucun comit\u00e9. Ce qui ne veut pas dire que je n&#8217;en suis pas les travaux. Je peux compter sur une \u00e9quipe merveilleuse d&#8217;universitaires b\u00e9n\u00e9voles qui assistent pour moi aux rencontres de tous les comit\u00e9s. Je prends connaissance de tous les t\u00e9moignages, et c&#8217;est \u00e0 partir de \u00e7a que je produis mes amendements, amendements que je ne peux pas pr\u00e9senter avant l&#8217;\u00e9tape du rapport, c&#8217;est-\u00e0-dire maintenant.<\/p>\n<p>Je rappelle au secr\u00e9taire parlementaire que l&#8217;ind\u00e9pendance polici\u00e8re constitue un principe absolument essentiel. La principale autorit\u00e9 en la mati\u00e8re est sans doute lord Denning, qui a rendu la d\u00e9cision ex parte Blackburn, en 1968. Selon de grands sp\u00e9cialistes, et pas seulement un ou deux t\u00e9moins, ce projet de loi traite la Commission d&#8217;examen des plaintes contre la police militaire comme un t\u00e9moin sans importance. Mon ami le secr\u00e9taire parlementaire devrait s\u00e9rieusement tenir compte de mes amendements et revoir sa position.<\/p>\n<p><strong>Chris Alexander :<\/strong> Monsieur le Pr\u00e9sident, je r\u00e9p\u00e8te que la Commission d&#8217;examen des plaintes contre la police militaire joue \u00e9videmment un r\u00f4le pertinent dans le d\u00e9bat qui nous occupe. Si le grand pr\u00e9v\u00f4t constate un probl\u00e8me relativement aux instructions qui lui sont donn\u00e9es, ou \u00e0 l&#8217;une ou l&#8217;autres des proc\u00e9dures d\u00e9coulant du projet de loi, qui nous est revenu du comit\u00e9 sans amendement, il peut s&#8217;adresser \u00e0 la commission. Il s&#8217;agit de l&#8217;une des nombreuses mesures de protection figurant dans la version non modifi\u00e9e du projet de loi.<\/p>\n<p>La d\u00e9put\u00e9e de Saanich\u2014Gulf Islands ne semble pas comprendre que le comit\u00e9 s&#8217;est d\u00e9j\u00e0 pench\u00e9 sur des amendements presque identiques aux siens. Elle ne tient aucunement compte de l&#8217;efficacit\u00e9 op\u00e9rationnelle, des exigences op\u00e9rationnelles ou du r\u00f4le unique des Forces canadiennes, ni du fait qu&#8217;il faille trouve l&#8217;\u00e9quilibre entre le principe d&#8217;ind\u00e9pendance des enqu\u00eates polici\u00e8res et toutes sortes d&#8217;autres droits, notamment le droit \u00e0 la vie pour les membres des Forces canadiennes.<\/p>\n<p>La d\u00e9put\u00e9e est-elle en train de dire qu&#8217;elle leur enl\u00e8verait le droit d&#8217;\u00eatre inform\u00e9s que leur vie est menac\u00e9e sous pr\u00e9texte qu&#8217;elle veut pr\u00e9server l&#8217;ind\u00e9pendance des enqu\u00eates polici\u00e8res, qui constitue \u00e9videmment un principe important, mais qui est bien souvent inapplicable sur un champ de bataille?<\/p>","protected":false},"excerpt":{"rendered":"<p>Elizabeth May : Monsieur le Pr\u00e9sident, c&#8217;est avec plaisir que je vais rappeler au secr\u00e9taire parlementaire les quelques r\u00e8gles suivantes de la proc\u00e9dure parlementaire.
