Elizabeth May :\u00a0<\/strong>Monsieur le Pr\u00e9sident, le budget m’inqui\u00e8te pour un certain nombre de raisons. Le gouvernement a eu un an pour reconsid\u00e9rer sa d\u00e9cision de sabrer un travail scientifique essentiel dans le domaine de l’environnement en fermant la R\u00e9gion des lacs exp\u00e9rimentaux et le laboratoire de recherche atmosph\u00e9rique en environnement polaire, mais il n’a pas chang\u00e9 d’id\u00e9e. Les \u00e9conomies r\u00e9alis\u00e9es sont minimes en comparaison des d\u00e9penses \u00e9normes dans d’autres secteurs.<\/p>\n

Ce qui me consterne le plus, au sujet du budget, c’est l’absence de tableaux indiquant, pour chaque minist\u00e8re, comment l’argent sera d\u00e9pens\u00e9. Je n’ai jamais de ma vie vu d’expos\u00e9 budg\u00e9taire qui ne parle pas du budget.<\/p>\n

Qu’en pense mon coll\u00e8gue?<\/p>\n

Francis Scarpaleggia<\/strong> :\u00a0J’ai constat\u00e9 exactement la m\u00eame chose, monsieur le Pr\u00e9sident: lorsque j’ai r\u00e9dig\u00e9 mon discours, en fin de semaine, j’ai cherch\u00e9 autant comme autant \u00e0 mettre la main sur des chiffres et des tableaux comparatifs qui auraient en quelque sorte permis de situer les mesures propos\u00e9es dans un contexte historique, mais en vain.<\/p>\n

On semble vouloir user d’un subterfuge afin, essentiellement, de camoufler la teneur r\u00e9elle du budget sur le plan factuel. Je constate un certain paradoxe: pendant que le gouvernement cache son jeu, il d\u00e9pense des sommes consid\u00e9rables pour se mettre en valeur et faire la promotion de son pr\u00e9tendu bon travail \u00e0 la t\u00e9l\u00e9vision. Pourtant, m\u00eame une fraction du budget affect\u00e9 \u00e0 la publicit\u00e9 aurait suffi \u00e0 pr\u00e9server la R\u00e9gion des lacs exp\u00e9rimentaux, r\u00e9put\u00e9e \u00eatre le meilleur laboratoire du monde au chapitre de la recherche sur l’eau douce.
