Je le f\u00e9licite d&#8217;ailleurs de son discours sur le budget, qui, encore une fois, \u00e9tait tr\u00e8s amusant, mobilisateur et pertinent. Je crois qu&#8217;on parlera maintenant du panda d&#8217;action \u00e9conomique de 2013.<\/p>\n<p>J&#8217;ai \u00e9tudi\u00e9 beaucoup de budgets, mais je ne sais pas si on gagne du terrain ou si on en perd. On consacrera plus de fonds aux infrastructures, \u00e0 Environnement Canada, au service m\u00e9t\u00e9orologique et un peu plus de fonds \u00e0 VIA Rail. Mais \u00e9tant donn\u00e9 que le budget de VIA Rail a \u00e9t\u00e9 r\u00e9duit de moiti\u00e9 dans le Budget principal des d\u00e9penses et qu&#8217;on ne trouve aucun total dans le budget, on perd un peu le fil. Qu&#8217;obtiendra VIA Rail en 2013-2014? Qu&#8217;obtiendra Environnement Canada en 2013-2014? Je ne sais pas s&#8217;ils obtiendront plus ou moins de fonds parce que le budget ne donne pas les chiffres nets.<\/p>\n<p>Qu&#8217;en pense le d\u00e9put\u00e9 de Toronto-Centre?<\/p>\n<p><strong>L&#8217;hon. Bob Rae<\/strong> :\u00a0Je pense que la d\u00e9put\u00e9e a mis le doigt sur quelque chose, monsieur le Pr\u00e9sident. Si je compare avec d&#8217;autres \u00e9nonc\u00e9s budg\u00e9taires dont j&#8217;ai pris connaissance, j&#8217;ai l&#8217;habitude de voir des documents o\u00f9 les d\u00e9penses par minist\u00e8res sont \u00e9nonc\u00e9es clairement, o\u00f9 il y a un nombre comparatif d&#8217;une ann\u00e9e \u00e0 l&#8217;autre, et o\u00f9 l&#8217;on peut avoir une id\u00e9e de ce qui se passe.<\/p>\n<p>La seule chose que nous apprend ce budget, c&#8217;est que le gouvernement devra trouver des endroits o\u00f9 couper. Le niveau relativement faible des d\u00e9penses de programme d\u00e9bouchera sur des compressions. Je ne pense pas que nous les ayons vues. Elles n&#8217;ont pas \u00e9t\u00e9 annonc\u00e9es, et je ne pense pas qu&#8217;elles le seront. Nous n&#8217;avons pas un gouvernement qui fera ce genre d&#8217;annonce. C&#8217;est un gouvernement qui va simplement vendre de l&#8217;esbroufe, de la poudre aux yeux, mais pas la r\u00e9alit\u00e9.
