Elizabeth May : <\/strong>Monsieur le Pr\u00e9sident, le Programme des travailleurs \u00e9trangers temporaires fait l’objet d’abus. Il semble que je sois la seule ici \u00e0 penser que le programme est mauvais. Des d\u00e9put\u00e9s de l’opposition officielle ont dit que le programme comme tel ne posait pas de probl\u00e8me et qu’il pouvait \u00eatre utilis\u00e9 \u00e0 bon escient. Le comit\u00e9 propos\u00e9 par le Parti lib\u00e9ral se pencherait sur la fa\u00e7on d’en am\u00e9liorer le fonctionnement.<\/p>\n

Ne pourrait-on pas voir s’il y a quelque chose qui cloche avec l’id\u00e9e de faire venir des gens chez nous pour travailler \u00e0 salaires moindres que ce que les Canadiens acceptent? Cette fa\u00e7on de faire mine le march\u00e9 du travail pour les Canadiens. Nous comblons des postes qui pourraient \u00eatre occup\u00e9s par des Canadiens. Nous cr\u00e9ons aussi des pressions \u00e0 la baisse sur les salaires au Canada du seul fait que nous envisageons de recruter des travailleurs \u00e9trangers, de ne leur accorder aucun droit et de les faire travailler \u00e0 salaires moindres.<\/p>\n

Je lui signale que le programme existe depuis un bon moment, mais qu’il fait maintenant l’objet d’abus. En vertu du programme, les travailleurs \u00e9trangers temporaires doivent \u00eatre prot\u00e9g\u00e9s. Ils doivent toucher la m\u00eame r\u00e9mun\u00e9ration qu’un Canadien qui occuperait l’emploi, et ils doivent se conformer aux pratiques de travail et aux lois provinciales qui r\u00e9gissent le march\u00e9 du travail. Ces exigences sont tr\u00e8s claires.<\/p>\n

Ce n’est que sous le gouvernement conservateur que les travailleurs \u00e9trangers temporaires sont exploit\u00e9s et trait\u00e9s comme de la main-d’oeuvre engag\u00e9e \u00e0 long terme. C’est quelque chose de nouveau et c’est pourquoi nous voulons aller au fond des choses. Nous voulons voir les donn\u00e9es. Nous voulons savoir combien de personnes ont profit\u00e9 du programme et en ont abus\u00e9. Le gouvernement conservateur ne semble aucunement pr\u00e9occup\u00e9 par cette situation. Ne p\u00e9chons pas par exc\u00e8s de z\u00e8le. Le programme est important pour la productivit\u00e9 lorsque la main-d’oeuvre canadienne n’a pas les comp\u00e9tences requises et lorsque les emplois sont rejet\u00e9s par les Canadiens. Ce programme nous a toujours aid\u00e9 \u00e0 \u00eatre productifs et \u00e0 r\u00e9pondre \u00e0 nos besoins.<\/p>\n

La possibilit\u00e9 d’acc\u00e9l\u00e9rer le processus d’obtention de la citoyennet\u00e9 canadienne et du statut de r\u00e9sident permanent pour les travailleurs \u00e9trangers temporaires est un volet important du programme. Or, le ministre de la Citoyennet\u00e9 et de l\u2019Immigration a maintenant d\u00e9cid\u00e9 d’\u00e9liminer cette possibilit\u00e9. Il veut tout simplement que les travailleurs viennent et repartent pour ensuite revenir et repartir encore, et ainsi de suite. Il ne veut pas leur donner la chance de venir au Canada et d’am\u00e9liorer leur sort.<\/p>","protected":false},"excerpt":{"rendered":"
