Il ne prot\u00e8ge m\u00eame pas l\u2019environnement autant que l\u2019accord que le Canada vient tout juste de n\u00e9gocier avec le B\u00e9nin. Tout le concept des ententes entre des investisseurs et un \u00c9tat a \u00e9t\u00e9 remis en question par les analyses co\u00fbts-b\u00e9n\u00e9fices faites par exemple par le gouvernement de l\u2019Australie qui, en d\u00e9pit d\u2019importants investissements r\u00e9ciproques avec la Chine, a d\u00e9cid\u00e9 apr\u00e8s avoir examin\u00e9 la question de ne pas conclure d\u2019accords entre des investisseurs et un \u00c9tat. Ils ne servent pas l\u2019int\u00e9r\u00eat du pays. Les Australiens ont quand m\u00eame r\u00e9ussi \u00e0 obtenir tous les investissements chinois qu\u2019ils avaient recherch\u00e9s parce que Beijing n\u2019a pas vraiment insist\u00e9 pour conclure un tel accord.<\/p>\n<p>Ce trait\u00e9 est beaucoup trop important pour \u00eatre rejet\u00e9 parce que les lib\u00e9raux n\u2019acceptent pas de voter avec le NPD et que le NPD n\u2019est pas dispos\u00e9 \u00e0 accepter l\u2019amendement lib\u00e9ral. Je suis s\u00fbre que les d\u00e9put\u00e9s conservateurs auront des probl\u00e8mes de conscience quand ils auront \u00e0 se prononcer mardi soir sur un amendement raisonnable destin\u00e9 \u00e0 renvoyer l\u2019affaire au comit\u00e9.<\/p>\n<p>J\u2019exhorte tous les d\u00e9put\u00e9s \u00e0 chercher un compromis pour qu\u2019il nous soit possible d\u2019agir selon la volont\u00e9 des Canadiens et de soumettre ce trait\u00e9 \u00e0 un examen approfondi au comit\u00e9.<\/p>","protected":false},"excerpt":{"rendered":"<p>Elizabeth May : Monsieur le Pr\u00e9sident, je voudrais en fait adresser ma question \u00e0 tous les d\u00e9put\u00e9s.
