										<content:encoded><![CDATA[<p><strong>Elizabeth May: </strong>With regard to the loan Canada provided to China (agreed upon on November 26, 1996, and authorized by Parliament though the Supplementary Estimates in Appropriation Act No. 4, 1995-96), through Export Development Canada&#8217;s (EDC) Canada Account in the sum of $1.5 billion CAD, as part of the agreement to sell to China two Atomic Energy of Canada Limited CANDU-6 reactors for Phase III of the Qinshan project at Hangzhou Bay in Zeijiang Province, China: (a) for all monies loaned to China as part of this agreement, (i) what Canadian agency, department, or crown corporation was responsible, (ii) what was the total sum of the loan, (iii) what is the scheduled due date of the loan and on what date did the term commence, (iv) what is the current repayment status of the loan, (v) what portion of the loan has been repaid, (vi) what is the outstanding balance of the loan, (vii) what is the value of the interest to be accrued over the full term of the loan; (b) if any loan associated with this agreement has not been repaid by China in accordance with the original terms of the agreement, (i) what recourse demands have been made, (ii) what further actions has the government, or its departments, agencies, or crown corporations, taken to recover money lent, (iii) as a result of any non-payment by the debtor, what, if any, funds have been paid to EDC from the Consolidated Revenue Fund; (c) what studies, reviews, or audits have been conducted by the government of the loan guarantee associated with this agreement, including by (i) the Department of Foreign Affairs and International Trade, (ii) EDC, (iii) the Department of Finance; and (d) for each study, review, or audit, (i) what are its contents, (ii) on what date(s) was it conducted, (iii) what actions or decisions were taken by the government or its agencies or departments in response?</p>
<p><strong>Hon. Ed Fast: </strong>Mr. Speaker, in response to (a)(i), for all monies loaned to China as part of this agreement, Export Development Canada, EDC, entered into a loan agreement in an amount of $1.5 billion in accordance with the terms and conditions of a ministerial authorization implementing a decision of cabinet. In response to (a)(ii) the total sum of the loan was $1,497,354,054. In response to (a)(iii) the scheduled due date of the loan was July 20, 2018, and the commencing date was January 12, 1997. In response to (a)(iv) and (v), the loan has been fully repaid. In response to (a)(vi), there is no outstanding balance of the loan. In response to (a)(vii), the value of the interest accrued over the term of the loan was $414,169,012.51 in U.S. dollars.</p>
<p>Regarding (b), it is not applicable.</p>
<p>Regarding (c)(i) and (iii), they are not applicable. In response to (c)(ii), EDC did not conduct any special studies, reviews or audits aside from its standard due diligence practices.</p>
<p>Regarding (d), it is not applicable.</p>

										<content:encoded><![CDATA[<p>The Green Party of Canada is expressing great concern over the actions of Canadian oil company Talisman in the Achuar territory in Peru.  “The Achuar are crying out for help from Canada to protect their watershed from contamination. Talisman is not welcome in Achuar territory and should withdraw,” said Elizabeth May, Green Leader and MP for Saanich-Gulf Islands.</p>
<p>May has met with the members of the Achuar, an indigenous group of people who are from a remote region of Peru where Talisman has been drilling exploratory oil wells since 2004.  A handful of communities in the region have allowed the drilling; however, a majority of the Achuar are opposed.</p>
<p>The Achuar have good reason for concern.  Other parts of the region have been contaminated by US oil companies discharging toxic substances into the watershed, as well as numerous oil spills.  Disease, tumours, skin problems and miscarriages are on the rise. </p>
<p>“Many Achuar, adults and children, are dealing with severe health problems from exposure to highly toxic substances such as barium, lead and arsenic left behind by the oil companies.  They are simply asking to be left alone. They depend on clean water, clean soil, and uncontaminated fish and game. It is not too much to ask,” said May.</p>
<p>The situation is being monitored carefully by Amazon Watch, who calls the Achuar territory one of the most biodiverse places on earth.</p>
<p>“The Achuar have endured threats and intimidation in their peaceful opposition to the oil drilling.  The drilling needs to stop before things become violent,” said May.  The Achuar have brought charges against Talisman for orchestrating a confrontation between a group of armed pro-oil community members and protesters at a Talisman drilling platform.</p>
<p>“This is an issue of indigenous rights and corporate accountability.  Canadians need to pay attention to how our companies are doing business in other parts of the world, particularly as they are receiving support from the federal government,” said May.</p>
<p>Talisman has received loans from Export Development Canada (EDC) for the past six years of between $100 and $250 million per year.  Repeated calls for development of binding environmental, social and human rights standards for extractive companies that receive support from EDC for their overseas operations have failed.</p>
<p>The Achuar delegation is in Canada to attend the Talisman shareholders meeting in Calgary on May 1st.</p>

										<content:encoded><![CDATA[<p>The Committee met twice this week on Feb 28<sup>th</sup> and March 1<sup>st</sup>, 2012. The March 1<sup>st</sup> meeting was in camera to discuss the trade agreement with the EU. In camera meetings have been a consistent part of this meeting since December.</p>
<p>On the 28<sup>th</sup>, however, the public was able to watch the discussions that took place on the topic of the Trade Commissioner Service. Witnesses included representatives of small and medium businesses, the Conference Board of Canada and Export Development Canada. All of the witnesses testified on the important value of the Trade Commissioner&#8217;s role and the improvements that could be made for the betterment of this service to enhance trade and business with other countries.</p>
