<p>Did the support of 24 per cent of the electorate on election day give the federal government a mandate for its radical project to gut environmental protection? Apparently. In our apathy-inducing first-past-the-post political system a small minority can translate into a big majority, which can disregard public opinion and do whatever it wants.</p>
<p>Here is a list of what the feds have accomplished so far in their three-pronged environmental strategy of deregulation, cutting information and research and targeting dissenting voices:</p>
<ol>
<li>Eliminated Canada&#8217;s international commitment to mitigate climate change, including the repeal of the 2007 Kyoto Protocol Implementation Act.</li>
<li>Undermined global climate negotiations to avoid climate action.</li>
<li>Failed to create a plan to address climate change.</li>
<li>Eliminated energy conservation and efficiency and renewable energy funding while continuing subsidies to fossil fuels.</li>
<li>Eliminated funding for the Canadian Foundation for Climate and Atmospheric Sciences.</li>
<li>Eliminated the climate adaptation research group within Environment Canada.</li>
<li>Eliminated scientists in Natural Resources Canada to study ice core data.</li>
<li>Cut hundreds of millions of dollars from Environment Canada.</li>
<li>Repealed the Canadian Environmental Assessment Act, weakening the federal environmental assessment process.</li>
<li>Eliminated accepted criteria for compulsory environmental assessments, leaving such reviews to the discretion of the Minister of the Environment and political appointees.</li>
<li>Eliminated the jobs of hundreds of scientists working for various government departments that focus on the environment and wildlife.</li>
<li>Weakened elements of the Species at Risk Act.</li>
<li>Amended the Species at Risk Act and Navigable Waters Protection Act to allow the National Energy Board to assume jurisdiction of endangered species or navigable waters in the way of any pipeline.</li>
<li>Allowing the federal cabinet, rather than the National Energy Board, to make decisions about approvals for major pipeline projects.</li>
<li>Introduced cuts to ozone monitoring.</li>
<li>Ended monitoring of smoke stack emissions.</li>
<li>Eliminated the Hazardous Materials Information Review Commission.</li>
<li>Weakened the Fisheries Act in the areas of habitat protection and eliminated the marine contaminants program.</li>
<li>Fired all DFO habitat officers in British Columbia.</li>
<li>Killed the Navigable Waters Protection Act, replacing it with the Navigation Protection Act, which effectively makes major pipeline and interprovincial power line projects exempt from requirements for proponents to prove they wouldn&#8217;t damage navigable waterways.</li>
<li>Reduced federal protection of waterways to a small number of water bodies and rivers.</li>
<li>Parks Canada no longer has to conduct periodic environmental audits or management plan reviews.</li>
<li>Eliminated funding for the National Round Table on the Economy and the Environment.</li>
<li>Eliminated support for the Experimental Lakes Program.</li>
<li>Eliminated funding for a dozen Arctic science research stations. Closed the Polar Arctic and Environmental Laboratory and the Yukon Research Lab.</li>
<li>Started privatization and eliminated ecological staff positions in National Parks.</li>
<li>Made a systemic effort to cut research, information and analysis with respect to environmental issues.</li>
<li>Attacked environmental and First Nations organizations for critiquing resource development.</li>
<li>Provided the Canada Revenue Agency with an extra $8 million to crack down on environmental charities.</li>
<li>Provided oil companies with unprecedented access to senior government leaders.</li>
<li>Muzzled government scientists who have been conducting research on various climate and environmental issues.</li>
<li>Cut funding to the Network on Women&#8217;s Health and the Environment.</li>
<li>Cut funding of the Canadian Environmental Network.</li>
<li>In addition to changing the definition of &#8220;aboriginal fishery&#8221; in the Fisheries Act, without consulting First Nations governments introduced changes to the Indian Act designed to make it faster and easier for First Nations to &#8220;take advantage of economic opportunities&#8221; by leasing designated reserve lands based on a majority of votes from those in attendance at a meeting or in a referendum, instead of waiting for a majority vote from all eligible voters.</li>
<li>Gave the aboriginal affairs minister the authority to call a band meeting or referendum for the purpose of considering a surrender of the band&#8217;s territory.</li>
<li>The minister can accept or refuse the land designation after receiving a resolution from the band council.</li>
<li>Eliminated the Prairie Farm Rehabilitation Administration, the Indian Head Tree Nursery and the PFRA pasture management program on millions of acres of sensitive grasslands.</li>
<li>Provided unprecedented support to industries to exploit natural resources with minimal environmental oversight.</li>
</ol>

										<content:encoded><![CDATA[<p>Scientists, many of them wearing white lab coats, and concerned citizens rallied at noon today in downtown Victoria by the federal government building at Yates and Government Streets against the Harper Conservatives’ assault on scientific research, environmental monitoring, information dissemination, and informed decision-making in Canada. Speakers included University of Victoria climate scientist Dr. Andrew Weaver, Green Party of Canada leader and MP for Saanich-Gulf Islands Elizabeth May, NDP MLA for South Saanich Lana Popham, Center for Child honouring singer and song-writer Raffi, and Majority for A Sustainable Society (MASS) executive director KenWu.</p>

<p>“Democracy depends on informed opinion. Informed opinion relies on understanding all the evidence, not just that which supports a political objective or ideology. Science provides much of the best evidence, without regard to political agendas or ideology,” stated Dr. Andrew Weaver. “The only scientific evidence the Harper Conservatives want the public to know about is that which supports their political objectives and ideology. That’s not science, that’s propaganda.”</p>
<p>“An advanced, modern democratic society needs decisions to be based on the best information available. Harper’s agenda seems to be focused on eliminating any institutions that bring forward information that might contradict or constrain his agenda for unfettered fossil fuel and resource extraction in Canada,” stated MP Elizabeth May. “Instead of making decisions based on the best available information, their goal is to eliminate the best available information so they can implement pre-made decisions based on their ideology.”</p>
<p>The Harper Conservatives have embarked on a systematic program to impede and divert the flow of scientific information to Canadians through two major strategies.</p>
<p>The first strategy involves the gutting of scientific research institutions and programs that uncover scientific evidence. Examples of this include:</p>
<ul>
<li>The end of funding to the Canadian Foundation of Climate and Atmospheric Science</li>
<li>The elimination of the Adaptation research group within Environment Canada</li>
<li>Cuts to ozone monitoring</li>
<li>Closure of the Polar Environment Arctic Research Laboratory (PEARL) in Eureka</li>
<li>End of federal funding for the world renowned Experimental Lakes Area near Kenora, Ontario</li>
<li>The elimination of the marine contaminants program within the DFO</li>
<li>The loss of scientists in Natural Resources Canada to study ice cores data (and the hope to find a university with a large fridge willing to take the 80,000 year ice core record Canada’s government no longer wants)</li>
<li>The end of monitoring smoke stack emissions</li>
<li>Cut backs in the Canada Oil and Gas research group in Halifax</li>
<li>Other major funding cuts research programs at Environment Canada, Fisheries and Oceans Canada, Library and Archives Canada, the National Research Council Canada, Statistics Canada, and the Natural Sciences and Engineering Research Council of Canada.</li>
<li>Decisions to close major natural and social science research institutions such as the world-renowned Experimental Lakes Area, the National Council of Welfare and the First Nations Statistical Institute.</li>
<li>Cutting the mandatory long-form national census.</li>
</ul>
<p>Harper’s second strategy is to impede the bringing forward of scientific evidence into the public debate. Examples:</p>
<ul>
<li>Shutting down the National Round Table on Environment and Economy (NRTEE), an arm’s length advisory body providing independent advice on environmental protection and economic development, because the government didn’t like its advice.</li>
<li>Not renewing the National Science Advisor in 2008.</li>
<li>Dozens of instances of censoring of, impeded access to, and coercion of government scientists, a practice which Minister of Environment Peter Kent has justified as merely in keeping with “established practice”.</li>
</ul>
<p>Rally organizer Ken Wu expects that the political momentum against the Harper’s cuts to scientific programs and institutions will continue to grow in the future.</p>

										<content:encoded><![CDATA[<p>There is no shortage of compelling issues to discuss in a Hill Times Environmental Policy briefing.  Even listing, without describing, the catalogue of assaults on environmental law and policy by the prime minister in the last 12 months is enough to occupy the whole issue.</p>
<p>Canada undermined global climate negotiations in Durban in December, negotiated in bad faith, and immediately announced intent to withdraw from the Kyoto Protocol when the Environment Minister touched down on Canadian soil. Natural Resources Minister Joe Oliver kicked off the New Year with an assault on environmentalists and First Nations as “radicals.”  The Prime Minister attacked environmental groups for accepting foreign funding, even as he courted Communist Party controlled state operations from China as investors in the oil sands.  One Parliamentary Secretary said anyone opposed to pipelines and tankers was “against Canada.”  When asked to withdraw the remark as un-parliamentary, she refused.</p>
<p>The legislative juggernaut, C-38, repealed the <span style="text-decoration: underline;">Canadian Environmental Assessment Act</span>, replacing a coherent piece of legislation with a discretionary formula for confusion, conflict and court cases.  The gutting of the <span style="text-decoration: underline;">Fisheries Act </span>raised the ire of four former federal Ministers of Fisheries.  Environment Minister Peter Kent insulted the four former ministers, suggesting they had not read the Act.  Mulroney era Minister Tom Siddon showed up to testify before the sub-committee on Finance and in short order made it clear he may be the only Minister who <em>has</em> read the act.  While Fisheries Minister Keith Ashfield tried to claim the new <span style="text-decoration: underline;">Fisheries Act</span> will improve habitat protection, the assault to habitat is real, underscored by the subsequent lay-off notices to all DFO habitat officers in British Columbia. The National Round Table on the Environment and Economy is scrapped.  The <span style="text-decoration: underline;">Species at Risk Act</span> and <span style="text-decoration: underline;">Navigable Waters Protection Act</span> amended to allow the National Energy Board to assume jurisdiction of endangered species or navigable waters are in the way of any pipeline.</p>
<p>Basic science and monitoring is being savaged with the end of funding to the Canadian Foundation of Climate and Atmospheric Science, elimination of the Adaptation research group within Environment Canada, the cuts to ozone monitoring, the closure of the Polar Arctic and Environmental Laboratory (PEARL) in Eureka, the sale of the 58 lakes in the globally unique Experimental Lakes Area near Kenora, Ontario, the elimination of the marine contaminants programme within DFO, the loss of scientists in Natural Resources Canada to study ice cores data (and the hope to find a university with a large fridge willing to take the 80,000 year ice core record Canada’s government no longer wants), the end of monitoring smoke stack emissions, cut backs in the Canada Oil and Gas research group in Halifax, and cuts at NSERC (Natural Sciences and Engineering Research Council of Canada) resulting in the closing of the Yukon Research Lab at Yukon College in Whitehorse.</p>
<p>The thin end of the wedge of privatization has hit National Parks – first Jasper and then the hot springs at Banff, while cuts to ecological staff in the parks compelled former Deputy Minister Jacques Gerin to call on Harper to stop gutting National Parks.</p>
<p>It is a blitzkrieg of bad news as cut-backs and programme cancellation hit the core areas of federal responsibility to protect nature.  The multi-faceted assault has the effect of blinding media and the public to the largest threat.  In 2012, Canada still has no plan to address the threat of climate change.</p>
<p>While Stephen Harper has succeeded in dramatically reducing the Canadian media coverage of climate science through the muzzling of government scientists, the atmosphere does not seem to have gotten the memo.  Around the world, the force and frequency of severe weather events has woken up even the mainstream US media.  Fires, floods, tornadoes, heat waves are wreaking havoc on agriculture and running up the bills to the insurance industry.  The culprit for much of this year’s strange weather phenomenon is the rapidly warming Arctic.  As the Arctic warms the differential in temperature between the Arctic and the Equator becomes less pronounced. That causes the jet stream to lose its straight and fast course. (Francis, Vavrus study, Rutgers/Univ of Wisconsin). Slowing down, it has allowed large low pressure systems and high pressure systems to sit for far longer periods than normal in one place &#8212;  causing flooding in the low pressure zones and heat waves and fires in the high zones.</p>
<p>Loss of agriculture, losses to floods and fires also cost the economy, as well as human lives. Despite the Prime Minister’s attempts to destroy the collection of data, the evidence of the climate crisis is all around us.  We are sabotaging our children’s future – but what does it matter as long as the bitumen flows?</p>

										<content:encoded><![CDATA[<p>There has been no announcement of the devastating decision to stop studying the natural world, but the evidence is piling up that such a decision has been taken.</p>
<p>It is no secret that Stephen Harper is uninterested in science.  One of his first decisions was to unburden himself of the Science Advisor to the Prime Minister. Dr. Arthur Carty held the position when Harper came to power.  When his term ended, it was not continued, and the position dissolved.</p>
<p>Cuts to climate science have been clear for more than a year.  March 2012 marked the end of all funding, put in place in 2000 under Liberal Prime Minister Jean Chretien, for the Canadian Foundation for Climate and Atmospheric Sciences. The Harper Conservatives announced last year there was no intention to continue the programme.  $110 million over ten years for autonomous research funding in Canada’s major universities has been spent expanding our understanding of the climate crisis in its multi-faceted disciplines of inquiry. There will be no more federal funding.</p>
<p>Also last year, cuts in Environment Canada seemed directed to anything with the word climate attached.  The entire group of term scientists working on research for adaptation to climate change, calculating the required changes in building codes, for example, to handle the altered climate, were laid off.  The entire Adaptation to Climate Change Research Group was disbanded. So too was the group within Natural Resources Canada maintaining work on Arctic ice cores.  An 80,000 year climate record in ice cores is to be abandoned (the minister said he hoped a university with a big freezer would take them) And the nine glaciologists who did the work are to focus on other issues. </p>
<p>This year, the cuts are coming thick and fast. Climate is still a target, but so also are water quality and toxicology.</p>
<p>The PEARL facility (the Polar Environmental and Atmospheric Research Laboratory) on Ellesemere Island is to close.  Recent investments of $10 million on state of the art equipment is to be wasted.  At 80 degrees north latitude, PEARL was the closest lab on the planet to the North Pole.  Running costs are only $1.5 million annually, but, despite having $8 million to enhance Canada Revenue Agency’s ability to audit environmental groups, there is no money to maintain critical research.  The world’s scientific community is stunned.  The loss of measurements from PEARL increase the risk that we are flying blind into climate change.</p>
<p>Then came the announcement that the Experimental Lakes Area near Kenora, Ontario is to close.  This facility is unique in the world.  Fifty-eight fresh water lakes 250 kilometres east of Winnipeg have been the testing ground for freshwater science research since the late 1960s.  Ground-breaking work on acid rain, the link between phosphates in detergents and eutrophication, the connection between higher UV levels and penetration at depths, with the additional factor of climate change – all of these findings were made possible because the Government of Canada maintained this real world laboratory of fresh water wilderness lakes.  Just a few years ago, when Stephen Harper was already Prime Minister, $3 million in new investments were made to upgrade the labs. The running cost per year? $600,000. In the House last Friday, the Parliamentary secretary to the Minister of Fisheries announced that it will be sold to private interests.</p>
<p>Next up, cuts at NSERC (Natural Sciences and Engineering Research Council of Canada) mean that the Yukon Research Lab at Yukon College in Whitehorse is also to close.  The $2.7 million facility only opened last fall – October 2011. But the Harper 2012 budget calls for NSERC to re-focus on research that is “business-led and industry-relevant.”  So much for studying the Yukon’s changing environment.</p>
<p>Then there are the personnel cuts.  The Department of Fisheries and Oceans is ending its national contaminants programme. Nearly all of the DFO scientists studying marine toxicology across Canada are being laid off – 75 scientists. That includes nine marine biologists specializing in marine toxicology in the Institute for Ocean Sciences on the West Saanich Road. According to Dr. Peter Ross, recently dismissed from IOS, “The entire pollution file for the government of Canada, and marine environment in Canada’s three oceans, will be overseen by five junior biologists scattered across Canada – one of which will be in BC.”  (quoted in Times Colonist, “Ottawa sinks pollution checks,” May 20, 2012)</p>
<p>We do not know where the axe will fall next. The cuts are secretive and un-announced.  We learn of them one blow at a time. At the same time as we cut climate science, we are driving up greenhouse gas emissions.  As we shut down research into the effects of toxic chemicals in Arctic marine mammals, the federal government has opened up a huge area of the Beaufort Sea for leases for oil drilling.</p>
<p>What is clear is that the cuts are not about fighting the deficit. If you have to lay off a certain amount of staff in deficit cutting, the priority is to keep key programmes functional – to maintain operations with less.  Setting out to render ourselves deaf, dumb and blind to the impact our resource-mad mania, called the Harper economic strategy, will visit on the natural world, and our own future, is so short-sighted that language is inadequate. Words fail.</p>
<p>Please help spread awareness of this anti-science agenda.  Write friends and family across Canada.  Demand the cuts be reversed.</p>

<p>On top of recent cuts at Environment Canada, we are aware now that the whole glaciology group at Natural Resources Canada is being disbanded and dismantled. Eighty thousand years worth of climate record in the ice cores may disappear from Canadian possession.</p>
<p>I would like to ask the minister if he would please reconsider and ensure that this essential science is protected and that Canada continues its world record-breaking work in this key and core area of science?</p>
<p><strong>Hon. Joe Oliver:</strong> Mr. Speaker, the hon. member is misinformed. There will be no destruction of the ice cores. In fact, having provided the useful scientific input at NRCan, they will be transferred to universities where the research can continue.</p>
