										<content:encoded><![CDATA[<p><b>Elizabeth May: </b>Mr. Speaker, I would like to add a few words, not many.</p>
<p>We are gathered in a spirit of non-partisan grieving for someone we had the honour to call a fellow Canadian. Nelson Mandela was marked by two extraordinary things, among many: moral clarity and moral courage.</p>
<p>We know he inspired us. With your permission, I would like to close this session with the words that inspired him, words written in 1888 by William Ernest Henley, which he recited over the 27 years he remained on Robben Island, imprisoned:</p>
<p>Out of the night that covers me,<br />
Black as the Pit from pole to pole,<br />
I thank whatever gods may be<br />
For my unconquerable soul.</p>
<p>In the fell clutch of circumstance<br />
I have not winced nor cried aloud.<br />
Under the bludgeonings of chance<br />
My head is bloody, but unbowed.</p>
<p>Beyond this place of wrath and tears<br />
Looms but the Horror of the shade,<br />
And yet the menace of the years<br />
Finds, and shall find, me unafraid.</p>
<p>It matters not how strait the gate,<br />
How charged with punishments the scroll,<br />
I am the master of my fate:<br />
I am the captain of my soul.</p>
<p>Rest in peace, Nelson Mandela, who captained that soul to the safest of harbours. God bless him, his memory, and all who loved him.</p>

										<content:encoded><![CDATA[<p><strong>Jamie Nicholls:</strong> Mr. Speaker, while I share many of the same concerns with the member from the Green Party, I am not clear whether she will support the bill going on to committee if, for instance, a convicted war criminal was found and there were questions like that.</p>
<p>Would she no agree with me that there is a question of priorities here? The government is presenting the bill before the House when there are so many other problems that exist. The underemployment of new Canadians costs us $5.9 billion a year in losses because of their underemployment. We have hollowed out our foreign engagement, eliminating culture as a pillar of foreign policy, and we do not meet them on their soil anymore. We have hollowed out the system to integrate professional new Canadians. Now, we have hollowed out Canadians&#8217; trust in new Canadians.</p>
<p>Would the member not agree that perhaps the government&#8217;s priorities are misplaced? Even though we are supporting the bill at second reading, and we hope she will join us in order to improve the bill at committee, does she not see a question of priorities?</p>
<p><strong>Elizabeth May:</strong> Mr. Speaker, with not just some but a lot of concern and mixed feelings, I will support sending the bill to committee. However, as I am not a member of that committee, I reserve the right I have as the member representing the Green Party and Saanich—Gulf Islands to submit amendments at report stage if I am not satisfied that the bill has been re-balanced appropriately to reflect the Charter of Rights and Freedoms and respect for it.</p>
<p>The member&#8217;s question about war criminals is a good one. It sounds pretty much like a no-brainer. If someone is a war criminal, we do not want the person in Canada, nor do we want people who have defied their government, committed crimes and spent time in jail. However, every now and then a person like that gets honorary Canadian citizenship, like Nelson Mandela.</p>
<p>The move under this proposed legislation and other legislation, such as the mandatory minimums under Bill C-10, is toward an authoritarian automatic discipline, which is unforgiving forever and lacks any compassion, humanitarian or even a thought process. That I will always oppose.</p>

										<content:encoded><![CDATA[<p>Today in the House I was prevented from paying tribute to Václav Havel by several unnamed Conservative MPs. This is what I was planning on saying:</p>
<p style="padding-left: 30px;"><em>Thank you, Mr. Speaker,</em></p>
<p style="padding-left: 30px;"><em>And thank you to those who have just spoken to the spirit and inspiration or an extraordinary human being. I was particularly moved by the words of my friend, the Hon. Member from Toronto Centre.  Václav Havel&#8217;s life was of the order of Nelson Mandela, or Aung San Suu Kyi.  His genius as a playwright and poet put him also in the company of Ken Saro-Wiwa, who was murdered by the Abacha regime in Nigeria. Totalitarian regimes dislike the free speech of satirists and poets.</em></p>
<p style="padding-left: 30px;"><em>It was a nearly miraculous change of fate that both Mandela and Havel overthrew the oppression of earlier governments to become presidents.</em></p>
<p style="padding-left: 30px;"><em>It is the nature of a poet, a creative genius like Havel, to refuse to accept the world as he found it.  An unlikely politician, Havel never lost sight of his complex humanity.</em></p>
<p style="padding-left: 30px;"><em>I wish to share his own words with you and ask that we seek to emulate them.</em></p>
<p style="padding-left: 30px;"><em>&#8220;Let us teach ourselves that politics can not just be the art of the possible, especially if that means the art of speculation, calculation, intrigue, secret deals and pragmatic manoeuvering, but that it can even be the art of the impossible, namely the art of improving ourselves and the world.&#8221;</em></p>
<p style="padding-left: 30px;"><em>Let light perpetual shine upon him and let us live inspired by his example. </em></p>
