<p>This week Green MPs responded to the shocking killing of George Floyd at the hands of police officers in the United States, and the ensuing protests across North America. The Green caucus stands in solidarity with victims of race-based violence and is committed to creating a more just and diverse society. <p>Elizabeth returned to Ottawa this week to represent the Green Caucus on the Hill in person. She will remain in Ottawa until the end of this session, around June 17th.</p>
<p>Elizabeth&#8217;s response to Prime Minister Justin Trudeau&#8217;s statement addressing George Floyd&#8217;s killing was a resounding affirmation that <a href="http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u=157438&amp;qid=22887024" target="_blank" data-saferedirecturl="https://www.google.com/url?q=http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u%3D157438%26qid%3D22887024&amp;source=gmail&amp;ust=1591709118589000&amp;usg=AFQjCNHpVK6U_6-qD0_A7v2zldFCCJeRcg" rel="noopener noreferrer">&#8220;Black lives matter, Indigenous lives matter&#8221;</a>. <p>Elizabeth focussed on Canada&#8217;s international relations in her questions. She pressed the Minister of Environment, again, to keep Canada&#8217;s commitments under the Paris agreement and <a href="http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u=157458&amp;qid=22887024" target="_blank" data-saferedirecturl="https://www.google.com/url?q=http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u%3D157458%26qid%3D22887024&amp;source=gmail&amp;ust=1591709118590000&amp;usg=AFQjCNHjOEDN8O--HM_VqgSe8tKwa1GvAA" rel="noopener noreferrer">set a new climate target </a>this year, to<a href="http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u=157457&amp;qid=22887024" target="_blank" data-saferedirecturl="https://www.google.com/url?q=http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u%3D157457%26qid%3D22887024&amp;source=gmail&amp;ust=1591709118590000&amp;usg=AFQjCNFg96NhdyeuRqylHA70WOYpNgsrTQ" rel="noopener noreferrer"> prevent Israel </a>from annexing occupied territories in the West Bank, and to help pro-democracy asylum seekers and Canadian citizens in Hong Kong to <a href="http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u=157456&amp;qid=22887024" target="_blank" data-saferedirecturl="https://www.google.com/url?q=http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u%3D157456%26qid%3D22887024&amp;source=gmail&amp;ust=1591709118590000&amp;usg=AFQjCNHeM4KJlacq4K5OZrR_17V9WcDzWw" rel="noopener noreferrer">return to Canada</a>.</p>
<p>In his questions this week, Paul <a href="http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u=157455&amp;qid=22887024" target="_blank" data-saferedirecturl="https://www.google.com/url?q=http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u%3D157455%26qid%3D22887024&amp;source=gmail&amp;ust=1591709118590000&amp;usg=AFQjCNEhPYKSvNGRij2q6cmXu0Imlk3rbg" rel="noopener noreferrer">asked about much needed improvements</a> to the Canada Emergency Commercial Rent Assistance (CECRA), which he stated is not helping enough small businesses. He also <a href="http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u=157441&amp;qid=22887024" target="_blank" data-saferedirecturl="https://www.google.com/url?q=http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u%3D157441%26qid%3D22887024&amp;source=gmail&amp;ust=1591709118590000&amp;usg=AFQjCNGv2zx2FJIDC9AZlehoozIircWVIg" rel="noopener noreferrer">asked about the Canada-China FIPPA,</a> a lopsided investor-state agreement which the Conservatives ratified without debate in the House of Commons. He wanted to know whether any Chinese corporations had threatened to use the anti-democratic investor-state provisions of the FIPPA to seek financial compensation from Canadian taxpayers, and whether the government will re-engage the special committee on Canada-China relations to do a thorough investigation of this agreement.</p>
<p>On Wednesday, Paul held the <a href="http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u=157442&amp;qid=22887024" target="_blank" data-saferedirecturl="https://www.google.com/url?q=http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u%3D157442%26qid%3D22887024&amp;source=gmail&amp;ust=1591709118590000&amp;usg=AFQjCNFxPO6o0LxW8n4SdEja0Ti8f5Jiug" rel="noopener noreferrer">first of his Community Conversation</a> series. He discussed mental health and safety at home in the context of COVID-19 with family counselor Tracy Myers. Next Wednesday he will hold the <a href="http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u=157443&amp;qid=22887024" target="_blank" data-saferedirecturl="https://www.google.com/url?q=http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u%3D157443%26qid%3D22887024&amp;source=gmail&amp;ust=1591709118590000&amp;usg=AFQjCNGtkhIaVPvMu2FMo7PnqLiPxmpaVA" rel="noopener noreferrer">second in the series</a>, with agriculturalist Chris &#8220;Farmer&#8221; Brown, about food security and community resilience.</p>
<p>Elizabeth also held a Virtual Community Meeting this week, communicating with her constituents from Ottawa. Jenica held a webinar on the <em>Accessible Canada Act,</em> where participants shared personal experiences and discussed the need to make communities more accessible and inclusive. American sign language interpreters participated and there were other accessibility tools for participants to engage. Jenica and the Green caucus have been pushing for supports for individuals with disabilities throughout the COVID-19 crisis.</p>

<p>It has been an interesting week. On the morning of May 6, I held a press conference in West Block before the weekly in-person session of Parliament opened. I spoke about how virtual Parliament is working, and Green recommendations to make it work better.</p>
<p>When we got to questions, the first one was CBC’s Julie Van Dusen. She asked about a possible bailout to Big Oil. And I explained that the evidence was coming in thick and fast that oil’s day was done. And she zeroed in on: “Are you saying oil is dead?”</p>
<p>“Yes,” I said, “oil is dead.” I went on, at length, about concerns for the people of Alberta. I stressed the need to invest in Alberta and to diversify its economy. Just the day before, the CFO of Royal Dutch Shell had told shareholders that the demand for oil “might never come back.” I didn’t think it should be a surprise that investing in the oilsands was not something our government should do.</p>

<p>Of course, it is something the Liberals promised never to do in the 2015 election campaign. It was something former prime minister Stephen Harper promised to stop in 2009 at the G20 summit in Cincinnati.</p>
<p>Still, the assumption from media seems to be that it is only a matter of time before the feds roll over and give Big Oil $20 billion. The Canadian Association of Petroleum Producers is so used to calling the shots that it had the gall to ask for huge levels of financial bailout, plus weakened environmental protections, and getting rid of Lobbying Act requirements.</p>
<p>What seems to be ignored in the way in which we talk about such a bailout is that economists fear that bailing out Big Oil will worsen our chances of economic recovery post-COVID-19. And no one wants to point out it will worsen our chances for the survival of human civilization.</p>
<p>Within hours, and then for days, I have been attacked as though I had declared war on Alberta and its citizens. No surprise really. Premier Jason Kenney attacked me as “divisive.” Heartlessly kicking Alberta when it was down. Gerry Butts tweeted that I was being “mean.” Numerous Conservative politicians, including one MP, said my goal was to “destroy Canada.” And I avert my eyes from the invective on social media.</p>
<p>I was not making a prediction. I was not expressing an opinion. I was reading the writing on the wall.</p>

<p>Reporters defending the oilpatch, such as CTV’s Molly Thomas on “Power Play,” said that the oil and gas sector is 11 per cent of Canada’s GDP. Amazing. The reality is that it is 5.6 per cent of GDP.</p>
<p>People claimed I was ignoring a workforce of 500,000. The workforce is large and important, but actually it is 169,000. And to the exaggerations, I must add that frequently repeated claim that the oil and gas sector results in around $8 billion annually in taxes. The accurate figure is around $2 billion (combined federal and provincial revenues).<a href="https://www.nrcan.gc.ca/science-data/data-analysis/energy-data-analysis/energy-facts/energy-and-economy/20062" target="_blank" rel="noopener noreferrer"> https://www.nrcan.gc.ca/science-data/data-analysis/energy-data-analysis/energy-facts/energy-and-economy/20062</a></p>
<p>So against an onslaught of oil and gas propaganda, I keep trying to get out the facts.</p>
<p>The <a href="https://www.iea.org/reports/global-energy-review-2020" target="_blank" rel="noopener noreferrer">International Energy Agency report</a> this week was stunning. The only energy commodity not being pummelled in the pandemic is renewable energy. Sure, it would have done better if not for COVID-19, but the market forces are clearly moving away from fossil fuels. Global demand for coal, oil and gas is plummeting. And so are the prices for oil and gas. The only energy product in demand is renewable energy, which will grow 5 per cent in 2020 to produce 30 per cent of the world’s electricity by year end.</p>
<p>More writing on the wall came from a <a href="https://www.smithschool.ox.ac.uk/publications/wpapers/workingpaper20-02.pdf?utm_source=POLITICO.EU&amp;utm_campaign=991cce3b27-EMAIL_CAMPAIGN_2020_05_05_04_58&amp;utm_medium=email&amp;utm_term=0_10959edeb5-991cce3b27-190548415" target="_blank" rel="noopener noreferrer">massive study released by the Oxford Review of Economic Policy</a>. A team of economists, with lead authors Nobel Prize winning economist Joseph Stiglitz and the former Chancellor of the Exchequer Sir Nicholas Stern, interviewed more than 200 experts from central banks and economic policy and energy analysts from G20 countries. They took all the information they gathered, laid out against measurable indicators, to determine the strongest economic policy to avoid a deep post-pandemic depression. Their prescription for post-pandemic recovery is to invest in renewable energy and retrofitting buildings to maximize energy efficiency. Trying to support fossil fuels would be far less effective.</p>
<p>So maybe, oil is not dead. Maybe, like Farm Boy in <em>The Princess Bride</em>, it is only mostly dead. Maybe Miracle Max can save it.</p>
<p>But if we are in the business of working on miracles, let’s make them good ones: eliminate poverty, guarantee food security, ensure decent working conditions and fair wages for our front-line workers, re-localize our economy and rely on energy sources that won’t destroy our future.</p>

<p>We’re at a critical moment. It is time to read the writing on the wall.</p>

<p>National Post columnist <a href="https://nationalpost.com/news/john-ivison-liberals-best-to-ignore-certain-politicians-who-wish-canadian-oil-were-dead" target="_blank" rel="noopener noreferrer">John Ivison contends</a> that when I said that “oil is dead,” it was “wishful thinking,” yet the very same thing could be said of oilsands true-believers.</p>
<p>The difficulty in approaching the current state of the global oil market, and particularly of the lack of a future for the oilsands, is that the conversation starts with a huge number of assumptions. It is a tribute to the communications, lobbying and propaganda power of the fossil-fuel sector that wild exaggerations are made so frequently that they are accepted as true.</p>
<p>For example, the contribution fossil fuels makes to Canada’s gross domestic product is nowhere near what is routinely claimed. Ivison writes that the oil and gas industry is “responsible for 10 per cent of GDP; employs more than half a million people; and, contributes around $8 billion in tax revenues.” According to <a href="https://www.nrcan.gc.ca/science-data/data-analysis/energy-data-analysis/energy-facts/energy-and-economy/20062" target="_blank" rel="noopener noreferrer">Natural Resources Canada</a>, however, the oil and gas sectors combined make up 5.6 per cent of GDP (the oilsands alone have never hit three per cent of GDP), employs 169,000 people and generate $2.13 billion in tax and other revenue (federal and provincial.)</p>

<p>None of these amounts are trivial. Fossil fuels have been an important part of our economy, but our dependence on them tends to be exaggerated. Tourism, for example, contributes <a href="https://www.canada.ca/en/innovation-science-economic-development/news/2019/05/government-of-canadas-new-federal-tourism-strategy-empowers-communities-across-the-country-to-create-jobs-for-the-middle-class.html" target="_blank" rel="noopener noreferrer">roughly the same</a> amount to GDP as the oilsands and sustains far more jobs (1.8 million), right across the country. Yet the tourism sector does not have as large a megaphone as the energy sector.</p>
<p>It is also true, as Ivison writes, that, “The price of Western Canadian Select has stabilized, trading at around $22 on Thursday, but that’s still below break-even for many producers.” But it is worth knowing what “break-even” is for new oilsands bitumen. According to <a href="https://open.alberta.ca/dataset/4170759/resource/e5c850e9-d479-494c-9343-284320d10ac7" target="_blank" rel="noopener noreferrer">the Alberta government</a>, that price is in the US$75-$85 ($105-$119) range. For in situ production, the break-even point is even lower, but still at between US$55-$60 per barrel.</p>
<p>The problem with bitumen is that it is both very expensive to produce and of inherently low value. It must go through a further, very expensive, process of upgrading before it is able to be refined. In contrast, the break-even price for Alberta sweet crude (existing production) is in the order of US$25-$30 per barrel. And it is important to note that Hibernia is producing crude that is far more attractive to investors than bitumen, with a far more achievable break-even point.</p>

<p>In declaring that the oilsands lacks investors, I was relying on a great deal of evidence. The exodus of large multinational firms from Alberta’s oilpatch began long before COVID-19 or Saudi Arabia and Russia colluding to drive down prices to historic lows. Royal Dutch Shell, Total SA, Statoil (now Equinor), Conoco Philips, Imperial Oil, Marathon Oil, Exxon Mobil and even Koch Industries pulled out long ago.</p>
<p>Teck’s decision to shelve its huge proposed oilsands project, the Frontier mine, had a great deal to do with its lack of any realistic prospect of breaking even. As CEO Don Lindsay admitted when still pressing for approval, the company was uncertain it would make sense to proceed, even with government approval.</p>
<p>Back in January, the Globe and Mail’s Andrew Willis <a href="https://www.theglobeandmail.com/business/article-frontier-oil-sands-mine-may-not-get-built-even-with-federal-approval/" target="_blank" rel="noopener noreferrer">summarized Teck’s position</a>: “Teck has yet to launch a full feasibility study on the Frontier mine that would help establish whether the project could be profitable. Even if the project was proven to be economically viable, there is great uncertainty as to whether Teck could raise capital for what would be one of the most expensive mines ever built.”</p>
<p>We absolutely must invest in Alberta. Public funds must assist in the diversification of the Alberta economy. We need to be prepared to support the workers and communities that are impacted. Yet the reports that have been released in the last week alone make a compelling case that no federal bailout funds should go to trying to keep the existing oilsands sector afloat. One from the International Energy Agency noted that all fossil fuels were facing unprecedented drops in demand.</p>

<p>That is no surprise given the pandemic. The chief financial officer of Royal Dutch Shell <a href="https://oilprice.com/Energy/Crude-Oil/Shell-Has-A-Dire-Warning-For-Oil-Markets.html" target="_blank" rel="noopener noreferrer">told shareholders that</a> demand might never return. Smart investors will recognize this and move their money <a href="https://www.iea.org/reports/global-energy-review-2020" target="_blank" rel="noopener noreferrer">to renewable energy</a>, which is expected to grow by five per cent in 2020.</p>
<p>Still, the <a href="https://www.smithschool.ox.ac.uk/publications/wpapers/workingpaper20-02.pdf?utm_source=POLITICO.EU&amp;utm_campaign=991cce3b27-EMAIL_CAMPAIGN_2020_05_05_04_58&amp;utm_medium=email&amp;utm_term=0_10959edeb5-991cce3b27-190548415" target="_blank" rel="noopener noreferrer">most authoritative study</a>, which involved interviews with hundreds of G20 central bankers and energy analysts, was authored by Nobel Prize winning economist Joseph Stiglitz and Sir Nicholas Stern, the former chancellor of the exchequer in the United Kingdom. It concluded that to support economic recovery, governments should invest in energy efficiency and renewables — not fossil fuels.</p>
<p>Oil’s not yet dead, but it’s on life support. It’s time to move it to palliative care. The federal government should invest in Alberta, for sure. But it should place its bet where it is more likely to pay off for workers, communities and investors.</p>

<p>This was the second week of the mixed virtual and in-person Special Committee on the COVID-19 Pandemic. MPs Paul Manly and Jenica Atwin joined remotely from their ridings of Nanaimo &#8211; Ladysmith and Fredericton, respectively. Elizabeth May stayed in Ottawa to cover two Wednesdays in person, and returned to Saanich-Gulf Islands on Thursday. Paul Manly will cover the next two Wednesdays. No new legislation was tabled but MPs continued to debate Canada&#8217;s response to COVID-19.</p>
<p>This week held many occasions, both sad and happy. Over the weekend, Green MPs mourned the six crew that died in the April 29th CH-148 Cyclone helicopter crash in the Ionian Sea. Saturday, May 2nd marked the 9th anniversary of Elizabeth&#8217;s historic election when she defeated a sitting member of the Conservative Cabinet as the second Green in the world to be elected under the First Past the Post voting system. May 5th marked the National Day of Awareness for Missing and Murdered Indigenous Women and Girls. Meanwhile, May 6th was the 75th anniversary of the Canadian Liberation of the Netherlands, which <a href="http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u=157190&amp;qid=22784321" target="_blank" data-saferedirecturl="https://www.google.com/url?q=http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u%3D157190%26qid%3D22784321&amp;source=gmail&amp;ust=1589288778258000&amp;usg=AFQjCNErrzraTZU8aux26O5AjZoWcWz07Q" rel="noopener noreferrer">Elizabeth adressed</a> in the House. May 6th was also Paul Manly&#8217;s <a href="http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u=157191&amp;qid=22784321" target="_blank" data-saferedirecturl="https://www.google.com/url?q=http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u%3D157191%26qid%3D22784321&amp;source=gmail&amp;ust=1589288778258000&amp;usg=AFQjCNFpOxrEk4rHCH6LhL57sGuzBZc_uQ" rel="noopener noreferrer">1st anniversary</a> of being elected to the House of Commons.</p>
<p>In their questions this week, Green MPs continued to press the government on providing the most comprehensive benefits possible to small businesses owners, seniors, with a particular focus on senior women, and temporary foreign workers. As well, they urged the government to keep the climate crisis in mind while planning Canada&#8217;s economic recovery.</p>
<p>This evening, Elizabeth will host a community meeting by Zoom. Major (Retired) Charles Goodman, CD, one of the Canadians who liberated the Netherlands, now resident of Sidney, BC, will join the meeting to reflect on the 75th anniversary of that event.</p>

<p>This week was profoundly difficult for many many Canadians affected by the mass shooting in Nova Scotia. Green MPs hold Nova Scotians in their hearts, and send their deepest condolences to the family and friends of those lost.</p>
<p>“<a href="http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u=108970&amp;qid=22732064" target="_blank" data-saferedirecturl="https://www.google.com/url?q=http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u%3D108970%26qid%3D22732064&amp;source=gmail&amp;ust=1588086963022000&amp;usg=AFQjCNE7UuGxOcJ9zIdCiYlfrVy_p5FaAg" rel="noopener noreferrer">Our hearts are breaking for everyone impacted by this tragedy</a>,” said Jenica Atwin (MP, Fredericton). “In small maritime communities like Portapique and my home community of Rusagonis, we know our neighbours and we look out for one another. Such a senseless, violent, hateful act is utterly incomprehensible. I join all New Brunswickers, and indeed all Canadians from coast to coast to coast, in sharing our deepest condolences with our neighbours to the East. Our hearts are with you today.”</p>
<p>During a weekend wrought with this tragic news, MP Paul Manly travelled to Ottawa for the return of Parliament on April 20th. Paul came to represent the Green voice in the House of Commons on behalf of his fellow MPs.</p>
<p>On Monday, Paul was the first MP to speak. He raised a point of privilege arguing that the privileges of many MPs were violated by meeting regularly when so many provinces are in quarantine. It appeared to the Green caucus that the pressure to have face to face Question Periods was more about partisanship than responding to the COVID19 pandemic.</p>
<p>Members of Parliament debated the feasibility of resuming Parliament during the pandemic, and voted that a virtual Parliament will sit on Tuesdays and Thursdays in a modified form, including question period and an in-person sitting of a reduced number of MPs on Wednesdays. Parliament will sit in this capacity until May 24th for now, resuming on Tuesday, April 28th, with the Thursday sessions starting on May 7th.</p>
<div>Paul also called for the implementation of a Guaranteed Livable Income (GLI) for all Canadians which, during this time of economic disruption, would cover those currently falling through the cracks of the federal emergency support programs. MP Manly defended the need to protect oil and gas workers as part of the transition to a low-carbon economy.</div>

										<content:encoded><![CDATA[<p>Please be aware that most coronavirus-related emails are fraudulent, with cybercriminals increasingly using the current pandemic to bait victims. Remain vigilant. Among the many fraudulent online campaigns currently circulating are phishing attacks that:</p>
<ul>
<li>Claim to be government or bank notices regarding the federal compensation program; or</li>
<li>Mimic hospitals or other health authorities, telling recipients they are to provide personal information after having supposedly been in contact with someone with COVID-19.</li>
</ul>
<p>Be advised that no government agency, financial institution, or health-service provider will ask you to provide personal information by email, and be wary of any email that promotes miracle solutions, spreads conspiracy theories, or claims to be (or even link to) an authoritative source of information.</p>
<p>Be vigilant and protect yourself:</p>
<ul>
<li>Never send confidential information by email;</li>
<li>Confirm the sender is legitimate;</li>
<li>Be cautious if the email tone is urgent;</li>
<li>Ensure any enclosed URLs are spelled correctly;</li>
<li>Verify with the sender before opening any unexpected attachments; and</li>
<li>If you receive an email that you believe is legitimate, always go directly to the requesting organization&#8217;s website instead of clicking on embedded links.</li>

<p>I am writing to share the most recent information on the various government programmes available to self-employed people and owners of small- or medium-sized enterprises during this COVID-19 crisis.</p>
<p>Many of our critical local businesses are experiencing substantial losses due the COVID-19 pandemic. As your Member of Parliament, I am doing all that I can to ensure effective and adequate support for business owners and self-employed individuals. We must get through this pandemic with all our employers and companies, large and small, still standing. Clearly, the existing programmes are not providing comprehensive support. There are holes. Hearing from you about your specific challenges is so helpful so that I can press for your concerns to be addressed. Your value to our communities is so important.</p>
<p>My team and I have put together the following list of available resources. I hope you will find this information useful.</p>
<p>I know the federal government can do more. Please rest assured I am in daily contact with key ministers, working hard to get money back into our local economy as soon as possible.</p>

<p><b>FEDERAL GOVERNMENT PROGRAMMES</b></p>

<ul>
<li>Provides eligible employers with a 75% wage subsidy to a maximum benefit of $847 per week per employee, for up to 12 weeks, retroactive to March 15</li>
<li>The subsidy will be available in three to six weeks, as per estimates from the Ministry of Finance</li>
<li>​To qualify, your business must have experienced a 30% drop in revenue</li>
<li>You must pay the 75% of wages and then will receive compensation</li>
</ul>
<p><a href="http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u=108728&amp;qid=22671430" target="_blank" rel="noopener noreferrer"><b>Work Sharing Programme</b></a></p>
<ul>
<li>An adjustment programme designed to help employers avoid layoffs when there is a temporary reduction in normal level of business activity</li>
<li>The government has introduced temporary measures that extend the duration of Work-Sharing agreements from 38 weeks to 76 weeks</li>
</ul>

<ul>
<li>Aimed at helping Canadian businesses obtain interest-free or low-interest financing</li>
<li>Businesses seeking support through this program should contact the financial institutions with whom they have a pre-existing relationship</li>
<li>There are three facets of this programme: The Canada Emergency Business Account, the Loan Guarantee for Small and Medium-Size Enterprises, and the Co-Lending Programme for Small and Medium-Sized Enterprises​</li>
</ul>
<p><b>Tax information</b></p>
<ul>
<li>Businesses may <a href="http://contacts.elizabethmaymp.ca/sites/all/modules/civicrm/extern/url.php?u=108730&amp;qid=22671430" target="_blank" rel="noopener noreferrer">defer payment</a> of income tax until August 31, 2020</li>
<li>The CRA will not contact any small- or medium-sized businesses to initiate any post assessment GST/HST or income tax audits for the next month</li>
<li>GST/HST and customs duty payment deferrals until June 30, 2020</li>
</ul>

<li>For those who have stopped working because of COVID-19 and have not voluntarily quit their job, and who expect to be without employment or self-employment income for at least 14 consecutive days in the initial four-week period, you may be eligible for this benefit</li>
<li>Eligibility requires having made $5000 in the previous year and have received no income for 14 days</li>
<li>Workers cannot receive BOTH the 75% of wage subsidy and the CERB at the same time</li>
<li>Applications open April 6, 2020</li>

<p><b>Tax information</b></p>

<li>BC is extending filing and payment deadlines for the Employer Health Tax, the Provincial Sales Tax, the Carbon Tax, the Motor Fuel Tax, and the Tobacco Tax to September 30, 2020</li>
<li>The following tax changes announced in Budget 2020 will be postponed until further notice: Eliminating the PST exemption for carbonated beverages, and the expanded registration requirements for Canadian sellers of goods, and Canadian and foreign sellers of software and telecommunication services</li>

<li>School tax rates for commercial properties in classes 4, 5, and 6 will be reduced by 50% in the 2020 tax year</li>

<p>On Friday, March 13th, Members of Parliament unanimously agreed to suspend Parliament until April 20th in response to the COVID-19 crisis. MP Jenica Atwin (Fredericton) represented the Green Caucus when Parliament reconvened on March 24th. After hours of negotiation, a reduced number of MPs passed emergency measures that will provide financial assistance to Canadians impacted by the virus. Jenica Atwin finally addressed the amended bill and asked questions at 5:30 am.</p>
<p>Green MPs have been busy working in their ridings. They have remained connected with key Cabinet Ministers as they work across party lines to help constituents stranded abroad, and those seeking financial assistance at home. They are also asking questions in daily briefings being held for Parliamentarians.</p>
<p>All three MPs constituency offices are open for business but closed to the public. They are taking phone calls and emails but no in-person appointments.</p>

										<content:encoded><![CDATA[<p>OTTAWA – Green MP Jenica Atwin (Fredericton) stood for all Greens in ensuring a package of emergency relief for Canadians passed the House and is headed to the Senate this morning.</p>
<p>Ms. Atwin noted that Greens did not like the first version of the Bill, which gave excessive and unlimited powers to the Minister of Finance. “Drafting in a hurry and in a pandemic is clearly not conducive to good legislation,” she said. “While imperfect, the Bill that passed around 5:30 AM Ottawa time was substantially improved and gets the funds flowing.”</p>
<p>Watching the proceedings from self-isolation in British Columbia, Green Party parliamentary leader Elizabeth May (MP, Saanich-Gulf Islands) agreed. &#8220;I remain concerned, particularly by part 8 which allows unlimited spending, to unlimited amounts. While the media refers to this Bill as an $82 billion package, there is no limit. We will remain vigilant and hope the Finance minister will not write big cheques to big oil and big banks. Emergency funding should be for workers and small and medium sized enterprises. We need to support the most vulnerable.&#8221;</p>
<p>Paul Manly (MP, Nanaimo-Ladysmith) expressed concerns held by the Green caucus. “ We were shocked by the overreach in the first version of the bill,” said Manly. “The initial version was a blank cheque. The Bill that was finally passed was much improved. We could live with it, but we still think the Emergencies Act could have been used instead. And we may still need it.”</p>
<p>“The Emergencies Act gives the government the ‘authorization to make emergency payments’ and has all the oversight tools required for the proper checks and balances needed in a parliamentary democracy. Greens had called for the Emergencies Act which would have made emergency payments possible, with limits and a framework that‎ required all actions be taken only insofar as they are &#8216;necessary to deal with the public health emergency.&#8221;</p>
<p>Green Party Interim Leader Jo-Ann Roberts concluded: “Canadians want all parties to agree on what comes next. As Interim Party Leader, I am so proud of Jenica Atwin, who with the support of Paul Manly and Elizabeth May, is making sure the government responds to the concerns being raised by Canadians about how to move forward in a way that respects the role of parliament.”</p>
