Elizabeth May: Mr. Speaker, we have had a lot of debate in this House about precedence in terms of the length of debate time for budget implementation bills and the length of budget implementation bills. My colleague has been here for much longer than me. Has he ever seen a budget implementation bill that covered more than 70 unrelated bills with time allocation applied?
Hon. John McCallum: Mr. Speaker, absolutely not. I have been here since 2001 and we have had budget implementation bills but nothing on the scale of 70 pieces of legislation being changed and debate being shortened in this way. This is truly an unprecedented move in Canada.
